Cấm truyền giáo có thể trở thành điều luật ở Tích-Lan

Theo tổ chức, The Becket Fund for Religious Liberty “Chống thay đổi tín ngưỡng ” là một pháp chế mà Tích-Lan nhắm vào những người làm việc từ thiện có tính chất truyền giáo.

The Church of Jesus Christ of Latter-day Saints (gọi tắt là LDS), là một trong những hội thể sẽ bị ảnh hưởng bởi điều luật này. Giáo hội Thiên Chúa này có những tín đố truyền giáo trong vùng Đông-Nam-Á, và đồng thời giáo hội này cũng đã ra sức trứu trợ trong nạn thiên tai Tsunami vừa qua. Ông Dale Bills, người phát biểu cho giáo hội LDS nói rằng :” Viên chức làm việc từ thiện của giáo hội không thâu nhập tín đồ, nhưng bản thảo của điều luật trên là nhắm vào tất cả những viên chức làm việc thiện nguyện mà có liên quan đến bất cứ tôn giáo nào.

Theo lời ông Roger Severino, vị cố vấn pháp luật cho hội Becket Fund :” Nếu bạn kết hợp việc cứu trợ với tôn giáo, bạn sẽ phạm vào điều luật. Không nhất thiết là bạn giãng đạo trong khi cứu trợ. Chỉ cần bạn thừa nhận tôn giáo của mình khi làm việc cứu trợ.” Ông còn nói thêm:” Điều luật này sẽ là một ngại lớn lao cho vấn đề tự do tín ngưỡng nếu được thông qua, và sẽ ảnh hưởng đến nhiều hội cứu trợ Tsunami.

The Becket Fund, nằm ở Hoa-Thịnh-Đốn, Hoa-kỳ là một tổ chức quốc tế, độc lập chuyên bênh vực cho tự do tín ngưỡng trong lãnh vực luật pháp.
Trong những năm gần đây ở Tích-Lan, vấn đề chống thay đổi tín ngưỡng càng ngày càng nghiêm trọng, và đã dẫn đến những xung đột bạo lực. Hơn 150 nhà thờ đã bị thiêu hủy, mục sư bị hành hạ đánh đập, và nữ viên chức cơ đốc giáo bị cưỡng hiếp.

“Điều khó tin là thủ phạm trong những vụ hành hung này là những người Phật giáo quá khích, nhưng đó là sự thật.” Ông Severino đã nói vậy.
Theo thống kê thì 70% dân số Tích-Lan theo đạo Phật, 15% Ấn giáo, 8% Hồi giáo, và 7% là Cơ đốc giáo. Tỉ lệ này đã không thay đổi trong nhiều thập niên qua.

Mùa hè năm trước, vài điều của dự luật này đã được trình ra bởi hội Phật giáo mới, hội JHU, đã bị gạt bỏ bởi tòa thượng thẩm quốc gia. Nhưng, điểm chánh của dự luật- bất cứ sự kết hợp nào giữa tôn giáo và cứu trợ cũng đều bất họp pháp- được xem là hiến pháp. Và tòa thượng thẩm còn nhìn nhận rằng “ hiến pháp không thừa nhận sự truyền giáo.”

Dự luật mới, hủy bỏ những chi tiết không nằm trong hiến pháp, sẽ được đệ trình lên nghị viện trong tháng 4 này.

Có một điều khoản trong dự luật sơ khởi này là bất cứ người dân Tích-Lan nào phạm vào điều luật sẽ bị nhốt vào tù. Và những ai phạm luật mà không phải là người Tích-Lan có thể bị 7 năm tù và bị trục xuất khỏi quốc gia.
“ Dựng lên 1 nhà thờ sẽ không phạm luật, “ ông Severino nói. “Nhưng dựng lên nhà thờ và truyền đạo là 1 vấn đề khác.”

Dự luật này được sự ủng hộ của chính phủ và dự trù sẽ thành luật nếu tòa thượng thẩm thông qua. Theo lời ông Severino, the Becket Fund sẽ thách đố dự luật trước tòa thượng thẩm, hy vọng thuyết phục chính phủ rằng Tích-Lan phải tôn trọng nhân quyền và tuân theo những điều luật quốc tế khác.

LDS Church is among groups targeted by plan

"Anti-conversion" legislation in Sri Lanka could target missionaries and faith-based humanitarian aid workers, according to The Becket Fund for Religious Liberty.
Among the faith-based groups affected by the bill would be The Church of Jesus Christ of Latter-day Saints, which has missionaries in the Southeast Asian country and has provided disaster relief there in the wake of last winter's tsunami. LDS humanitarian workers do not proselytize, says church spokesman Dale Bills, but the proposed law targets all relief workers linked to any religion, according to Becket Fund legal counsel Roger Severino.
"If you tie aid to religious identity, then you will run afoul of the law. You don't have to be there preaching as you hand out aid. You only have to have a religious identity and an aid component," Severino says. "The law would be an unmitigated disaster for religious liberty if it's passed" and would affect many tsunami relief groups, he says.
The Becket Fund, based in Washington, D.C., is an international, interfaith law firm that defines its mission as "protecting the free expression of all religious traditions."
"Anti-conversion hysteria has been building" in Sri Lanka in recent years, Severino says, and has led to violence. More than 150 churches have been burned to the ground, pastors have been beaten in front of their congregations, and female Christian workers have been sexually assaulted.
"It's coming from, believe it or not, militant Buddhists," he says. A particular strain of Buddhist theology on the island — which is now 70 percent Buddhist — believes that Buddha himself visited Sri Lanka and established a sanctuary for "pure" Buddhism.
The fear among these Buddhists, he says, is that foreign religions will try to dominate the island. But the percent of religious minorities there has actually held constant for decades, and the percentage of Christians in particular has actually declined, he says. The country is currently 15 percent Hindu, 8 percent Muslim and 7 percent Christian.
Last summer, parts of an anti-conversion bill introduced by a new Buddhist monk party, the JHU, were ruled unconstitutional by the Sri Lankan Supreme Court. But the core of the bill — that any link between religious belief and humanitarian assistance is illegal — was found constitutional. The court has also ruled that "the constitution does not recognize a fundamental right to propagate a religion." A new bill, which eliminates the unconstitutional details, is expected to be introduced to the Parliament in April.
One clause in the draft bill stipulates that a non-Sri Lankan found guilty of attempted conversion will face up to seven years in jail and then be deported from the country. Sri Lankans found guilty would be sentenced to jail.
"Starting a church would not in itself run afoul of the law," Severino says. "But starting a church and trying to spread the faith would be a whole different matter."
The bill has the support of the government and is expected to pass if it first is approved by the country's Supreme Court, according to Severino. The Becket Fund will challenge the bill before the court, hoping to persuade the justices that Sri Lanka has already signed on to human rights and other international obligations.
"We think there will be mounting international pressure," he predicts, especially from faith-based groups that are providing tsunami relief. The bill would "force religious organizations, for their own safety, to stop giving aid," he says.

Buddhism gaining followers in Brazil

COTIA, Brazil - As the Buddhist monastery's sweeping red roof comes into view above the rolling green hills, a visitor can imagine its chambers filled with robed monks meditating and chanting.

Instead, the sprawling monastery and temple is home to just 14 young Brazilians studying to become Fo Guang Shan monks or nuns in this city about 20 miles west of Sao Paulo, Brazil's biggest city.

"We have planted a seed for the future growth of Humanist Buddhism in Brazil," said Chueh Cheng, abbess of the Zu Lai monastery. "It is a slow and gradual process that will require a lot of patience because we do not proselytize."

Still, Chueh - who is known by the nickname Sinceridade, Portuguese for sincerity - says the monastery is the cornerstone of a plan to help Buddhism grow in the world's largest Roman Catholic country.

Fo Guang Shan, or Mountain of Buddha's Light, is a Chinese school of Humanist Buddhism that encourages its followers "to incorporate into our day-to-day lives the teachings of Buddha about generosity, compassion and happiness, not only for our own benefit but for the benefit of all those around us," explains Cheuh.

In other words, unlike the more introspective transcendental Buddhism, the Humanists set an example with their good works and concern for the interests, needs and welfare of society as a whole.

"In 50 years, there will be at least 2 million practicing Buddhists in this country," Chueh predicted.

It's an ambitious goal, considering that today just 214,873 people in Brazil call themselves practicing Buddhists. Some 125 million of Brazil's 183 million people are Catholics, according to the 2000 census.

Another 26 million or so Brazilians are evangelical Protestants. Aggressive proselytizing by the Pentecostal sects has made Protestantism the country's fastest growing religious sector.

Moacir Mazzariol Soares, one of Chueh's aides, says the census underestimates the number of Buddhists. "What the census does not show is the number of people who follow and practice Buddhist philosophy and tenets, without abandoning the religions they were born into," Soares said.

Andre Porto, a coordinator at Rio de Janeiro's Institute for Religious Studies, agrees.

"There is definitely a swelling tide of interest" in Buddhism, Porto said. "A growing number of Brazilians are seeking some form of spirituality but reject the dogmas or God of the Judeo-Christian tradition."

It was this kind of spiritual quest that led Joao Paulo Vito to turn to Buddhism and enter the monastery last year to become a monk.

"Here I found the spirituality I was looking for," the 21-year-old Vito said. "I also think that Buddhism is the best path to take to help my country, the world and mankind."

"I want to work with street children and others who have lost their way in this chaotic world and help them find a purpose to their lives," he added.

Fo Guang Shan is not the only school of Buddhism in Brazil, but it has the best chance of growing and taking root in Brazil, according to Frank Usarski, a religious studies professor at Sao Paulo's Catholic University.

"Fo Guang Shan is one of the biggest and definitely the most dynamic schools of Buddhism," Usarski explained in an interview. "It is in constant expansion."

"In Brazil, where the number of Buddhists is very small, the monastery and temple are part of a well-planned strategy to establish Fo Guang Shan's roots in this country."

Besides courses in meditation and Buddhist philosophy, the monastery offers classes in kung fu and tai chi chuan as a way to attract interest in the religion. It also sponsors outreach programs to help underprivileged children in a nearby shantytown.

"These programs are a way of exposing these children to Buddhism in the hopes that one day they will become devoted followers," Usarski added.

A program called "Filhos de Buda," or Buddha's Children, schools over 100 children in basic notions of ethics, meditation, English and computer studies.

"The program not only helps divulge Buddhism but also helps these children develop their full potential as human beings," Soares said.

Founded in 1967 by Hsing Yun, the Taiwanese-based Fo Guang Shan school has opened 200 temples around the world.

In 1992, it came to Brazil and inaugurated the Zu Lai temple in the Sao Paulo suburb of Cotia. In 2003, it opened the monastery, which Soares claims is the largest Buddhist monastery in Latin America.

The temple and monastery were built on land donated by a wealthy businessman from Sao Paulo's Chinese community. It's maintained, Soares said, by donations from "all over Brazil and the world."

Patna (India) - Nổi tiếng đối với thế giới tại Bồ Ðề Ðạo Tràng, ngôi Ðại Bồ Ðề Tự hay còn gọi là Ðại Giác Tháp/ Ðại Tháp Bồ Ðề đang trong nguy cơ bị tước bỏ danh vị di sản thế giới sau khi Cơ Quan UNESCO phê cho điểm F tức là thiếu sót trong việc chấp hành các nguyên tắc bảo tồn và sự cho phép các công trình xây dựng cùng cơ sở thương mại mọc như nấm chung quanh ngôi chùa đã vi phạm vào những điều kiện đòi hỏi tối thiểu của UN.

Một nhóm chuyên gia của UN dự trù sẽ làm một chuyến viếng thăm ngôi tự viện nơi Ðức Phật đã chứng đắc đạo quả 2500 trước vào cuối tháng này để đánh giá tình trạng của ngôi tự viện và khu phụ cận trong vòng đường kính 1 km.

Bất chấp một vài cảnh cáo đã được thông báo cho quản tự viên và chính quyền Bihar từ năm 2002 khi ngôi tự viện được công nhận danh vị di sản thế giới, tình trạng chung quanh ngôi chùa trở nên tệ hại hơn với nhiều công trình xây dựng mọc lên ồ ạt.

Chính quyền Rabri đã quả quyết với UN rằng các nguyên tắc chắc chắn đã được chấp hành và các công trình tu bổ đã hoàn tất trên căn bản. Tuy nhiên, thực tế trái ngược với những gì đã hứa hẹn. Một vài cao ốc, được nhìn nhận là bất hợp pháp, đã xuất hiện trong khu vực mà đáng buồn thay, không có một dấu hiệu cấm đoán nào cho thấy chính quyền đã tôn trọng các nguyên tắc bảo tồn.

Mahabodhi Temple in Danger of Losing World Heritage Status

Patna (India) - Gaya's fame to the world, the 1,500 year old Mahabodhi Temple, is under the threat of losing its world heritage status after a UNESCO team gave the Bihar government an 'F' for failing to follow the UN guidelines and allowing housing and business establishments to mushroom around the temple in violation of UN-provided minimum requirements.

An UN team is expected to visit the temple where Lord Buddha attained enlightenment nearly 2,500 years ago later this month to evaluate the condition of the temple and one-mile radius around it.

Despite several warnings issued to the temple management and the Bihar government since 2002 when the temple was granted the World Heritage Site status, the condition around the temple has worsened with many buildings cropping up around it.

The Rabri government had assured the UN that it would ensure the guidelines were followed and the temple maintenance was done on a regular basis in adherence to the prescribed codes. The reality, however, belies the then-Chief Minister's promises and several buildings, considered illegal, have come up in the area with no sign of administrative restrictions.

Địa thế vùng Gangtok, Sikkim Ấn Độ được áp vào lo`ng dãy núi Hy Mã Lạp Sơn, đã làm cho quốc gia nhỏ bé này xanh tươi, đẹp nhất xứ Ấn Độ.

Với diện tích 7300 cây số vuông, quốc gia Sikkim được đem lồng vào khu rừng rập rạp và tạo nên những thung lũng sâu hút với màu xanh biếc. Những thác nước, những khe suối, nhũng hồ nước hoà lẫn một rừng lan và hoa cánh chuông đỏ thắm khoe sắc. Người bản xứ Lepcha gọi nơi đây là một "thiên đường ẩn khuất", người Bhutan từ phía đông Hy Mã Lạp Sơn thường gọi là "Thung lũng lúa vàng," Người Limbus lại gọi là "ngôi nhà mới". Phong cảnh của xứ Sikkim được bao phủ xung quanh bởi dãy Hy Mã Lạp sơn với những ngọn núi cao vút nhất thế giới.

Núi Kangchendzonga, một trong những ngọn núi cao đứng hàng thứ ba trên thế giới bao phủ vùng trời Sikkim, lạ thay ngọn núi này đã đóng một vai tro` tối quan trọng là kết hợp nền văn hóa của ba cộng đồng người sikkim. Có một bằng chứng vững chắc là Phật giáo được hấp thụ từ dãy núi này. Người Lepchas ngay từ thời xưa đã đến dãy núi này thờ phượng và đến bây giờ đã in sâu đạo Phật vào lo`ng người Bhutian và người Nepal.

Pang Lhabsol là lễ hội hàng năm để tưởng nhớ vị thần che chở sắc dân Sikkim.

Sikkim bị đô hộ bởi triều đại Namgyal cho đến năm 1975. Vào tháng Tư năm 1975, triều đại quân chủ Hymalayan cáo chung và sát nhập thành tiểu bang thứ 22 bởi đạo luật thứ 38 của Ấn Độ. Từ đó Sikkim chính thức nằm trong liên bang Ấn, chấm dứt hơn 300 năm triều đại quân chủ.

Gangtok, Sikkim (India) -- Tugged in the lap of the Himalayas, Sikkim is one of the most beautiful States of India.

Much of the 7300 sq.km of Sikkm is interlaced with jungle-clad ridges and deep ravines created by the mountain rivers, emerald valleys and dense forests.

The waterfalls, rivulets, lakes and the abundance of orchids and rhododendrons make this Himalayan State, what the original Lepcha inhabitants call it Myel Lyang - "the land of hidden paraduse".

To the Bhutias, it is Beyul Demojong - the hidden valley of rice and the Limbus call it Su khim, which means ‘the new house’. The landscape of this tiny State is dominated by the world’s highest mountain peaks.

Dominating them all is Kangchendzonga, the third highest mountain on earth. Strange as it may sound, Mt. Kangchendzonga has played a major unifying role among the three ethnic communities of Sikkim.

One strong evidence of this is the absorption of Mt. Kangchendzonga into the Buddhist ceremonies. This mountain has been worshipped by the Lepchas from very early times. Yet today, it is equally revered by the Bhutias and Nepalese.

Pang Lhabsol is an annual festival celebrated to commemorate the consecration of Mt. Kangchendzonga as the guardian deity of Sikkim.

Sikkim was ruled by the Namgyal dynasty till 1975. In April 1975, the erstwhile Himalayan kingdom became the 22nd State of India by the thirty-eighth Amendment Act of the Constitution. Sikkim thus merged with the Indian Union bringing to an end more than 300 years of monarchy.

Chogyal Palden Thondup Namgyal was the last ruler of the Namgyal dynastry. The population of Sikkim is 5 lakh 40 thousand, mainly consisting of the Nepalese, the Lepchas and the Bhutias. Of these, the Nepalese are the largest in number followed by the Bhutia and Lepcha communities.

A small number of people from other parts of the country have also settled in Sikkim. Despite such an ethnic diversity, a remarkable feature of Sikkimese society is the tolerance and acceptance of different cultures and their harmonious co-existence.

Sikkim is
inhabited by three ethnic groups " Napelese, Lepchas and the Bhutias". Napelese
are mostly Hindus while Lepchas and Bhutias largely profess Buddhism. Sikkim is
therefore dominated by Buddhist sects and practices of Tibet and Bhutan. Its
landscape is dotted with Buddhist Monasteries and Shrines. The cultural fabric
and festivals are mostly drawn from Buddhist history and mythology.Gangtok is the heart of Sikkim and based for all other places in Sikkim like Rumtek
monastery, Phodong monastery and Pemayangtse monastery.

Madison, Wisconsin - Vị lãnh đạo tinh thần và chính trị của người dân Tây Tạng sẽ thăm viếng Madison vào tháng 9 năm 2006 để ban phúc cho ngôi chùa mới xây trị giá 3 triệu. Đây là lần thứ 6 của Ngài Dalai Lama đến thăm vùng này.

Công tri`nh xây cất ngôi chùa trong công viên của trung tâm Phật Giáo -Deer Park Buddhist Center sẽ bắt đầu vào tháng tới. Ngôi chùa mới được xây cất để thay thế ngôi chùa cũ đã xây vào năm 1981 cho những sinh viên Phật tử và cộng đồng Tây Tạng đang phát triển tại nơi này.

Deer Part, tọa lạc về phía đông của thành phố Oregon, được coi là một trung tâm tôn giáo cho những người Phật tử tại tiểu bang Wisconsin, Hoa Ky`.

"Ngôi chùa hiện tai đã cũ và nhỏ quá", Geshe Lhundub sopa đã nói như vậy.

Sopa không những chỉ là người sáng lập ra Deer Park, ông co`n là một nhà thông thái về Phật học và là giáo sư danh dự của viện Đại Học Wisconsin (UW:University of Wisconsin) đặc trách về chương tri`nh Phật học. Giấc mộng của ông ta là có một ngôi chùa lớn để có thể hướng dẫn thêm nhiều Phật tử.

"Bây giờ tôi thấy rằng việc xây ngôi chùa đã gần bên, tôi rất là hoan hỷ."

Những kinh sách tại ngôi chùa cũ, kể cả 100 tạng kinh về giáo ly' Phật giáo, sẽ được dọn tới ngôi chùa mới khi công trình được hoàn thành vào mùa thu năm 2006.

Đức Dalai Lama bốn năm về trước có đến thăm viếng ngôi chùa cũ, và Ngài hứa rằng sẽ đến dự lễ khánh thành khi ngôi chùa mới hoàn tất.

Những sinh viên Phật tử lâu năm của chùa đã vô cùng phấn khởi bởi vi` ngôi nhà tinh thần của họ sẽ được xây lên bằng sự kết hợp của kiến trúc Tây Phương và kiến trúc truyền thống của Tây Tạng - Những văn hoa ghi khắc vào những tảng đá sẽ duoc chạm trỗ giống như tại các ngôi chùa Tây Tạng khác. Các học tro` của Sopa khắp nơi trên thế giới đang ra sức giúp ông thực hiện được ước muốn này.

"Người ta đang bắt đầu để y’ tới va` rất hoan hỷ trong việc cúng dường và giúp đỡ, tôi nghĩ rằng bây giờ chúng tôi có thể xây ngôi chùa mới được rồi."

Ngôi chùa dựa trên sự phong phú của lịch sử Đạo Phật Tây Tạng và hướng dẫn các sinh viên Phật tử cũng như gần 500 gia đi`nh người Tây Tạng đang định cư tại đây.

Trong thời gian xây cất sẽ co’ lúc có những kiến trúc sư Tây Tạng tới Deer Park để hướng dẫn điều hành về trang trí ngôi chùa và về điêu khắc trên các cột kèo. Khu đất đã được chúc phúc và sẵn sàng cho buổi lễ cầu nguyện để đặt viên đá đầu tiên cho ngôi chùa mới.

Ngày thích hợp cho buổi lễ đặt viên đá được định vào ngày Earth Day, April 22.

Dalai Lama Makes 6th Visit To Madison Area

New $3M Buddhist Temple To Be Completed September 2006

MADISON, Wis. -- The spiritual and political leader of the Tibetan people will visit Madison in September 2006 to bless a new $3 million temple. This is the
Dalai Lama sixth visit to the area, News 3 reported.
Construction on the temple in
Deer Park Buddhist Center is set to begin next month, News 3 reported. It will replace the current one built in 1981 for Buddhist students and the growing Tibetan community.
Deer Park, located just east of Oregon, is known as the spiritual center for Buddhists in Wisconsin.

On a winding path, the original temple has served as the home for people learning Buddha's teachings, but the Buddhist leader who founded Deer Park in 1979 says it's time to serve the growing community of students.
"The temple is old and too small," said
Geshe Lhundub Sopa .
Sopa is not only the founder of Deer Park, but an internationally recognized Buddhist scholar and UW professor emeritus of the Buddhist studies program. It has long been his dream to serve more people in a larger temple. (

"Now I am seeing the possibility to very much close to a built temple, so I'm very excited," Sopa said.
Sacred writings enshrined at the original temple, including the Bible, and 100 volumes of Buddhist teaching, will be moved to the new temple when it's completed in fall, 2006.
The Dalai Lama, who last visited four years ago, has agreed to bless the new temple when he visits.
Longtime Buddhist students are excited because their new spiritual home will combine western-style construction with traditional Tibetan architecture -- details down to the stone that resembles what was used in Tibetan temples. Sopa's students all over the world are helping to make it happen.
"People are now beginning to be interested to donating and helping," Sopa said. "I think now we will be able to build."
Building on a rich Tibetan history and serving local students of Buddhism and almost 500 Tibetans who have settled here.
At some point during the construction, Tibetan artisans will arrive at Deer Park to supervise and guide creation of Tibetan ornamentation and carpentry. The site has been blessed and is ready for the ceremonial groundbreaking.
Appropriately, the groundbreaking will be held on Earth Day, April 22.

Prince visits Buddhist monument

Prince Charles left behind preparations for his forthcoming marriage during a visit to a Buddhist monument in West Yorkshire on Tuesday.
The prince saw the dedication of the monument at Harewood House, near Leeds, the home of the Earl of Harewood, the Queen's cousin.
Bhutanese monk Lama Baso Karpo invited the prince to view the so-called Stupa monument symbolising enlightenment.
The earl's eldest son David Lascelles is behind the project.

Prince Charles braved steady drizzle to joke with schoolchildren who threw petals in his path as he walked towards the 30ft-high stone pyramid over a bridge.
He was greeted by Viscount Lascelles and the Lama who presented him with a traditional white scarf.
Bride-to-be Camilla Parker-Bowles was not with the prince for the visit.
After meeting craftsmen who had built the monument Prince Charles watched the 30-minute long ceremony performed by monks who had flown from Bhutan for the event.
After chatting with members of the public, some of whom shouted "Good luck for Saturday", the prince left in a helicopter.
