Kandy- Tích Lan. Hơn một triệu tín đồ Phật tử thuần thành tụ tập tại Thành Phố Thiêng Liêng Anuradhapura hồi cuối tháng 8 trong dịp đảnh lễ cây Bồ Ðề thiêng liêng Sri Maha Bodhi.

Trong cùng thời gian mà tiếng Saadhu Saadhu vang lên tại Anuradhapura, những gì vọng lại xuyên qua Kandy, một thành phố linh thiêng khác nơi Xá Lợi Răng của Ðức Phật được tôn thờ là tiếng rên rỉ của loài chó đang bị đưa vào cõi chết một cách tàn nhẫn, rất thường xuyên trước nơi công cộng và ngay cả trước mặt trẻ em.

Phương pháp nào tốt hơn để chuyển hướng chú ý từ sự thành tâm của Phật tử hành hương tại Anurudhapura hơn là hủy báng tất cả những gì Ðức Phật dạy, tại thành phố mà Xá Lợi Răng của bậc Tôn Sư được phụng thờ ?

Chưa bao giờ trong lịch sử chính thức bắt và giết chó tại quốc gia này có quá nhiều chó bị giết ở một thành phố trong một thời gian ngắn như vậy.

Thảm kịch của loài chó
Thảm kịch của loài chó tại Kandy càng bị làm cho chua chát hơn bởi vì nó xảy ra ngay thời điểm mà Bộ Trưởng Bộ Y Tế, gần một tháng về trước, tuyên bố rằng Chính phủ đã cứu xét một chính sách “Không sát hại” đối với vấn đề diệt trừ bệnh dại và kiểm soát khuyển số.

Bác sĩ Trưởng Sở Thú Y Jayasinghe ban đầu rất nhiệt tâm với chương trình này và cũng đã đăng tải những đề tài này trên báo chí rằng bắt giữ chó, tiêm thuốc ngừa và triệt sản xong rồi thả đi là phương pháp tốt nhất để diệt trừ bệnh dại nhưng gần đây cũng lại thay đổi chủ trương và muốn sát hại chúng.

Khi sự giết hại xảy ra cách đây vài tháng sau khi gây ra quá nhiều phiền toái cho hiệp hội SOFA, vấn đề này được đưa ra tòa.

Thẩm Phán Tòa Án thành phố Kandy ban hành một án lệnh dài hạn cho Bác Sĩ Sở Trưởng Thú Y và cơ sở KMC rằng họ không được gây trở ngại cho hiệp hội SOFA với việc tiến hành dự án giết hại.

Tòa Án nhận thấy rằng SOFA thực sự đã cất đi gánh nặng của KMC, họ làm việc và hoàn tất công việc với sự trợ giúp của ngoại quốc trong thực tế đã mang lại lợi ích lớn lao cho dân chúng Kandy.

Chiến dịch sát hại chó hàng loạt hiện nay mà cơ sở KMC phát động không chỉ phá vỡ thỏa hiệp giữa KMC và SOFA mà còn là một sự phản bội lớn lao đối với loài chó bởi con người.

Chuyện xảy đến khi một tin tức sai lầm được đưa ra, cơ sở KMC tuyên bố rằng toàn bộ thành phố Kandy là một “ Khu Vực Nguy Cơ Bệnh Dại” lót đường cho chính sách giết ngay lập tức mà cơ sở KMC đang theo đuổi hiện nay, ngày và đêm.

Nguồn tin chính thức cho biết không có một trường hợp bệnh dại nào xảy ra trên con người tại Kandy trong hai năm qua, và con số người đi chích ngừa chó dại đã giảm thiểu rất nhiều, tất cả những điều này cho thấy sự thành công của chương trình SOFA.

MORE than a million Buddhist devotees thronged the Sacred City of Anuradhapura last week at the opportunity to pay homage to the Sri Maha Bodhi, when pilgrims were able to go right up to the enclosure of the much venerated tree.

During the same period when cries of "saadhu, saadhu" were reverberating at Anuradhapura, what was echoing throughout Kandy, the other city where the Sacred Tooth Relic of the Buddha is enshrined was the wailing of dogs being put to cruel death, very often in the presence of the public and even children.

What better way to divert attention from the devotion of Buddhist pilgrims at Anuradhapura, than to make a mockery of all that the Buddha taught, in the city where the Great Teacher's Tooth Relic is enshrined?

Never in the history of official seize and kill of dogs in this country, have so many dogs been killed in a single city in so short a time.

Canine tragedy
The tragedy of the dogs in Kandy is made even more poignant because it happens at a time when the Minister of Health of the country is on record, less than a month ago, stating that this Government is committed to a no-kill policy with regard to the elimination of rabies and control of the dog population.

He made this statement at a flashy kennel event at the Colombo Plaza, organized by some nondescript and little known people in the field of animal welfare, seeking to shine in the reflected importance of the President's son, Vimukthi, who was emphatic that killing was not the solution for the eradication of rabies.

The Health Minister concurred and said a new Bill will be presented for rabies control, which will be based on a no-kill policy.

However, if that were to be true, it was significant that most members of the special committee appointed by the Minister of Health to draft a new Rabies Control Bill were not even informed of the Colombo Plaza kennel fiesta, where the Minister made his pledge of a no-kill policy.

Although several articles have already been published about the dog killing spree in Kandy, and several officials informed, the Health Minister and his officials remain unmoved.

A trust betrayed
The dog is referred to as man's best friend because of its immense faithfulness and trust towards humans. Nearly three years ago, Kesara Senanayake, in his position as Mayor of Kandy, came to an agreement with an animal welfare organization, Save our Friends Association ( SOFA), to hand over the KMC dog pound to SOFA to be run as a transit home for dogs, brought there by the KMC dog catchers.

SOFA undertook to vaccinate them against rabies, and also sterilize them to control dog population and release them, while trying to re-home as many as possible.

Dr. Jayasinghe, Chief Veterinary Surgeon was very enthusiastic about the programme and even published articles in the newspapers that seize, vaccinate, sterilize and release was the best policy to follow to eradicate rabies. Why he changed his mind about six months ago and wanted to restart killing is worth investigation.

In the nearly three years of this scheme, SOFA vaccinated and/or sterilized more than 5,000 dogs, at its own cost.

When attempts were made to resume the killing a few months ago after much harassment to SOFA, the matter was taken to Courts.

The Chief District Judge of Kandy issued a permanent injunction on the KMC and Dr. Jayasinghe that they were not to obstruct SOFA in any manner, in carrying out the project.

The Court observed that SOFA had indeed taken a burden off the KMC, and that its work, done with the help of foreign donors had in fact been of immense benefit to the people of Kandy.

The present dog killing spree that the KMC has launched is not only the breaking of an agreement with SOFA, but the greatest betrayal of dog by man.

Rabies scare
The big blow came when acting on blatantly wrong information, the KMC declared all of Kandy a "Rabies Threatened Zone", paving the way for the kill at sight policy now being followed, both day and night.

Official figures show there has not been a single case of human rabies in Kandy for the past two years, and the number of persons given post-exposure vaccination has greatly reduced; all pointing to the success of the SOFA programme.

Such facts don't impress those determined to kill off the street dog. Those killed now include a large number vaccinated and sterilized, and even wearing collars to indicate this. The brutality of killing defies description. Some dogs are strangled to death, by the ropes they are lassoed with.

Drunken dog catchers enjoy clubbing dogs to death. Some are killed by poisoning their food at public places, and others are painfully killed by injections of deadly strychnine or cyanide.

One animal welfare worker, who tried photographing the brutal poisoning of a dog, was threatened by the dog killer with the poison syringe at the end of a pole.

This is the tragic reality in Kandy today. The regular "thevavas" are held at the Maligawa, but outside, contrary to all tenets of Buddhism, the dogs of Kandy are subjected to systematic cruel butchery.

When will the Buddhists in their monasteries, lay Buddhist organizations and other citizens who abhor violence to all forms of life wake up to save the threatened dogs of Kandy? Do Mettha, Karuna and Mudhitha not apply to dogs?

Buddhist Peace Fellowship Statement on Hurricane Katrina and its Aftermath

San Francisco, USA -- The Buddhist Peace Fellowship sends our thoughts and prayers to all those who have been affected by Hurricane Katrina, especially the citizens of New Orleans.

We can't begin to imagine the scope of this tragedy, as it unfolds before us. Those worst stricken by this disaster are overwhelmingly Black, poor, and disenfranchised.

BPF encourages all of our chapters and dharma centers across the world to contribute to emergency relief efforts as soon as possible. Two organizations that we highly recommend are the American Red Cross and America's Second Harvest (see information below).

In the long run, much more will be needed in terms of offering support to help this region of the U.S. recover. Many questions are raised by this situation, including the distribution of resources in our country which have prioritized military spending over critical domestic tasks such as strengthening the levees around the city of New Orleans; the diversion and deployment of the U.S. National Guard troops to Iraq rather than within their own states; and the intersection of institutionalized racism and poverty that has resulted in so many good people living in such desperate conditions. It is heartwrenching to know that many had so little resources that they weren't even able to leave the site of disaster.

There will be time to take a deeper look at these hard questions. But in this moment, we believe that the appropriate response is to rally around the people of Alabama, Florida, Louisiana, and Mississippi and offer support of all kinds – material, emotional, and spiritual.

Buddhist temple loses suit over donations

Jury orders religious group to return more than $87,000 to 'secret' donor's ex-husband

The Purple Lotus Temple, which has plans to build an enormous Buddhist facility near Fremont's Quarry Lakes park, has lost a San Mateo County court battle that has been closely watched by the local Chinese media.
The San Bruno-based religious group was ordered by a jury this week to pay about $87,000, plus interest, to a prominent Taiwanese professor who says his ex-wife secretly donated hundreds of thousands of their dollars to the organization before their divorce.

Thomas Ho Nien Au, 69, who also has lived in San Francisco and Hillsborough, filed a lawsuit earlier this year asking that the Buddhist organization give back about half of the $330,000 his ex-wife contributed since 1992, plus damages.

But the jury decided Au — an artist, poet and professor at the Chinese Culture University in Taipei — waited too long to sue for the remainder of the funds, about $100,000 that Au discovered his wife gave in 1992. Still, Au's attorney, Benjamin Ballard of Tiburon, said he was pleased by the jury's verdict.

"The jury found (the temple) should give money back, and that was the right decision," Ballard said. "The case was well-prepared and well-tried by both sides."

The Rev. Alfred Wang, who manages the San Bruno temple, said the group plans to appeal the jury's decision. But he called the trial a good lesson that will cause nonprofit organizations to re-evaluate policies for collecting donations.

Nepal to host conference on Buddhist heritage

KATHMANDU, Sept. 3 (Xinhuanet) -- The Fourth International Conference on the Buddhist Heritage of Nepal Mandala 2005 will be held here from Sept. 6 to 10, the organizers said Saturday.

Buddhism experts from 11 countries will attend the meeting aimed at creating an environment to build consensus among the participating countries for the development, preservation and promotion of the religion, the organizers said at a press conference.

The conference will also showcase exhibitions on Mandala, ritual artifacts, sculptures, paintings, published books, manuscripts, photos and ritual ceremonies related with Buddhism of Nepal Mandala, according to the organizers.

The foreign experts are coming from countries like China, Vietnam, Japan, Mongolia, Germany, Bangladesh and Australia.

The conference was organized by Lotus Research Center in collaboration with 19 other organizations.
