No. 1096 (Minh Châu dịch)

Top Buddhist leader urges Chen to step down, listen to the people

2006/8/25
The China Post staff

One of Taiwan's most influential Buddhist masters yesterday urged Chen Shui-bian to step down, saying he needed to listen to the will of the people.
Master Hsing Yun, founder of the Fo Guang Shan International Buddhist Order, called on Chen to resign voluntarily in the face of an upcoming sit-in protest lead by Chen's former comrade-in-arms and democracy veteran Shih Ming-teh.

If "he can go resolutely now, it will not only be a plus for the Democratic Progressive Party, but he will also keep his dignity," Master Hsing Yun said.

"When it is time to go, Chen should not hang onto his post," Master Hsing Yun said.

The Master also said in a letter to the press that both Chen and Shih have had ups and downs in their careers and should not "take the matter so seriously."

Master Hsing Yun said he sent the letter to the media "out of respect for the president, " adding that he could not bear to read any more news against him.

"Chen has visited the Fo Kuang Shan temple and is like a friend," Master Hsing Yun said.

The Fo Guang Shan International Buddhist Order, which is headquartered in Kaohsiung, has branches worldwide.

Chen is facing a string of corruption and embezzlement allegations against himself, his family members and senior aides.

Master Hsing Yun also lauded Shih, saying that he deserves respect for bearing no grudges against anyone despite spending a quarter of a century behind the bars for his political ideals.

The Buddhist master also criticized some DPP politicians for unrelenting assaults on Shih, saying it was no good for the party or Chen and would only further alienate the people.

Meanwhile, the Rev. Kao Chun-ming of the Presbyterian Church, a strong supporter of Taiwan independence, said he would remain neutral and said he thought Chen should serve out his term.

Master Sheng Yen of the Dharma Drum Mountain and Master Cheng Yen of the Buddhist Compassionate Relief Tzu Chi Foundation refused to comment.

Roman Catholic leader Cardinal Paul Shan Kuo-hsi offered to mediate if the leaders of the ruling and opposition parties were willing to hold a dialogue -- in a reference to Chen and opposition leader Ma Ying-jeou.

"I hope that things can be worked out peacefully," he said.

The Cardinal said he thought that Chen and Ma were mature enough to have meaningful dialogue that could bring harmony to Taiwanese society.

Shan, who has recently been diagnosed with pulmonary cancer, said he was worried by a rising tide of extremist calls for Chen to quit and for Chen to stay, after Shih launched his campaign.

Ma has voiced his support for Shih's campaign and encouraged party members to join his upcoming sit-in protest, and the DPP has countered with a national campaign to retrieve the KMT's "ill-gotten" assets, creating more turmoil in an already tense society.

Shan said he respects his "good friend" Master Hsing Yun, a Buddhist leader, for issuing a statement calling on the president to voluntarily step down to prevent possible social unrest and "maintain his dignity as a decent national leader."

However, Shan said he would not wade into politics.

"Political matters should be left to political figures," he said, urging them to exercise self-restraint and refrain from radicalism and violence so as not to "blur the focus" and create "ethnic and political divisions."

Shan, whose illness is now under control, said he would like to dedicate the rest of his life to promoting ethnic harmony and cross-Taiwan Strait peace.

Buddhist Master Threatened after Performing Rituals for Victims of Tiananmen Square Massacre

Human Rights in China August 29 2006

A Buddhist master, who had participated in the pro-democracy movement in 1989, was threatened by local authorities that he would be expelled from his temple for performing a releasing from suffering ritual for the souls of the victims who died in the Tiananmen Square Massacre.

This master's name is Shengguan. He now resides in Huacheng Temple of Yichun City in the Jiangxi Province. His original name was Xu Zhiqiang and he was one of the student leaders in Xian City in 1989.

According to sources, Shengguan and some pilgrims from Beijing, Shenzheng City and Yuchun City held a service on June 4 of this year for those who had died in the Tiananmen Square Massacre. The government of Yuchun City and other related authorities paid great attention to it.

On August 19, the secretary of the Yuchun government Mr. He, the head of Yuchun Religious Bureau (Yang Xu) and seven personnel from the security agencies went to Huacheng Temple to deliver the message to Shengguan. "We represent the government. You must leave Huacheng Temple. You have two choices: one is that you leave voluntarily without losing face. The other one is that we use the law to force you to leave. You should know what it means," they said.

In the afternoon, two police, without complying with any legal procedure, arrested a female lay Buddhist from Huancheng Temple and kept her in custody for nine hours. She was released the next morning. She said the police beat her and forced her to frame Shengguan by saying she had an affair with him.

Shengguan Master, original name is Xu Zhiqiang, graduated from the University of Science and Technology in China in 1984. In 1989, he organized protests in Xian City and formed the Xian Association of Pro-democracy, in which he served as a vice president.

In June 1989, he went to Beijing to mourn those who died. He was arrested in Xian City on November 17 and detained in the Sha'anxi Detention Center. After he was released on September 1, 1990, he continued to participate in the pro-democracy movement.

In 2002, he cloistered himself to be a monk but kept on defending human rights. In September 2004, Shengguan represented Falun Gong practitioner Wu Yunrui in suing Jiang Zeming (the ex-president of China), charging him with crimes of depriving citizens' religious freedom and abusing his power to persecute Falun Gong. In August 2005, he taught World History of Buddhism at Jiangxi Buddhist College. On January 20, 2006, he became the master of Huacheng Temple.

Since 2003, Shengguan master was harassed and inspected many times by Security agencies. He, along with other student leaders, who were also involved in the 1989 incident, organized a Buddhist Foundation in Binzhou City just to be later expelled from Binzhou. A director of the Religious Bureau in Guiyang County said to Shengguan, "You may prostitute, drink, gobble or gamble, but you shall not take action against the Communist Party".

In 2005, after his meeting with Mr. Li Zhuming, the Chairman of the Democratic Party in Hong Kong, he was warned by the security personnel in Shenzhen City, "If you don't listen to the government, you will not have a good future."

Shengguan is now under close watch by the Religious Bureau and the Security Agencies.
