Các khu vực này bao gồm cả những thánh địa thiêng liêng nhất như Sarnath (Lộc Uyển) nơi Đức Phật đã giảng bài pháp đầu tiên cho năm anh em Kiều Trần Như, các khu vực khác là Kushinagar (Câu Thi La), nơi Đức Phật nhập Niết Bàn, Shravasti (Xá Vệ) nơi ngôi chùa nổi tiếng Kỳ Viên tọa lạc, và Varanasi (Ba La Nại).

Các khu vực này được xem như là khu du lịch hành hương Mạng Mạch Phật Giáo

Mục đích của dự án là xây dựng các cơ sở hạ tầng tại tiểu bang Mạng Mạch Phật Giáo Uttar Pradesh, nhằm thúc đẩy việc bảo tồn khu di tích và du lịch, nâng đỡ phát triển kỹ nghệ du lịch, đem lại sức sống mới cho kinh tế địa phương và góp phần vào việc xóa đói giảm nghèo.

Dự án sẽ phát triển hệ thống đường xá, năng lượng, thủy lợi, cầu cống và những cơ sở hạ tầng khác, dự án cũng sẽ xây dựng các trạm dừng chân cho du khách nghỉ ngơi, cung cấp thông tin du lịch , khuyến khích các nghiệp vụ thương mãi thổ sản. Thêm vào các công trình đó, dự án sẽ thực hiện chương trình dùng sự năng động để thức tỉnh địa phương trong việc mở mang kỹ nghệ du lịch và bảo tồn những khu di tích. Dự án cũng có kế hoạch tổ chức một hội nghị Phật giáo quốc tế tại đây.

Khu vực Uttar Pradesh với dân số 166 triệu, là tiểu bang lớn nhất, mật độ dân cư đông nhất Ấn Độ và cũng là một trong những tiểu bang nghèo nhất. Đồng thời, tiểu bang này lại có sự gắn bó mật thiết với cuộc đời Đức Phật, là bốn trong số tám khu vực Phật tích trứ danh.


Tách biệt với đa số các tuyến xa lộ khác, đường xá tại UP tồi tệ xấu xí, xe cộ di chuyển trên đường khó lòng đạt tới tốc độ 30 km một giờ, thêm vào đó, hệ thống cầu cống cũng kém cỏi cho nên các khu vực di tích và vùng phụ cận thường bị lụt lội mỗi khi tới mùa mưa.

Nông nghiệp là kỹ nghệ chính của các khu vực nghèo nàn nhất UP thuộc phía Bắc của Trung Tâm Mạng Mạch Phật Giáo, sự gia tăng dân số đưa tới tình trạng chia cắt đất đai manh mún khiến cho kết quả sản xuất nông nghiệp trên mỗi cá nhân không thể tăng cao, và như thế phát triển những kỹ nghệ không phải nông nghiệp là một nhu cầu quan trọng thiết yếu cho địa phương này.

Trong hoàn cảnh như thế, món trái khoản đồng Yen dành cho ngành nghiên cứu du lịch hành hương Phật tích ở phía Bắc Trung Tâm Mạng Mạch này là đúng lúc nhất để mang lại sức sống cho nền kinh tế địa phương và xóa giảm nghèo đói .

Japanese loan to give facelift to Buddhist Centres in India

New Delhi, Delhi (India) ── In a splendid show of Asian solidarity in the areas of economic and cultural cooperation, Japan has extended India a loan of Yen 1344.66 million that will, among other things, finance a project to give a facelift to neglected and poorly maintained world-famous Buddhist Centres in Uttar Pradesh (North India).

These sites include the most sacred Sarnath where Buddha preached his maiden sermon. The other sites are Kushinagar where the Buddha entered Nirvana, Shravasti where the famed Jetavana Monastery is located and Varanasi. These Buddhist sites form part of a tourism and pilgrimage route known as the Buddhist Circuit.

The Buddhist-Circuit financing is part of an omnibus loan of Yen 1344.66 million (Rs.56 Billion) under the Japanese ODA (Overseas Development Assistance) to India for eight economic development and environment conservation projects. These include the Ganga River Action Plan in Varanasi, Delhi Metro Rail and Karanpura Super Thermal Power Plant in Jharkahand.

The loan agreement, signed recently in Tokyo by the Governor of Japan Bank for International Cooperation (JBIC) Kyosuke Shinozawa, and a senior Indian Embassy official, would make available low interest (0.75 per cent to 1.3 per cent) developmental assistance during India's fiscal year 2005-2006 to the projects. The repayment period for the projects is 15-40 years with a grace period of 5-10 years. JBIC is the official organization in charge of Japan's overseas economic cooperation operations.

The Uttar-Pradesh specific Yen loan aims at effective exploitation of tourist potential and promoting regional industries through improved tourism-related infrastructure and capabilities along the Buddhist Circuit. The project would contribute to the regional development conducive to the employment creation and poverty reduction in the State.

In a previous project, the Tourism Infrastructure Development Project (loan contract signed in December 1988, for 9.244 billion yen), development emphasis was placed on the southern part of the Circuit, an area that also happens to be close to Varanasi, the holiest city of the Hindu religion, and tourist numbers have increased. The northern part of the Circuit, which includes Kushinagar and Shravasti, was, however, omitted from that development effort, and visitor numbers have remained limited.

The objectives of this project are to build tourism infrastructure in the Buddhist Circuit of Uttar Pradesh state, to promote preservation of heritage sites and tourism, in order to promote development of the tourism industry, revitalize the local economy, and contribute to reduction of poverty. The project will develop roads, power supplies, water supplies, drainage systems, and other basic infrastructure, and will also provide tourism information, promote sales of local products, and develop visitor centers (Road Stations) where tourists can relax. In addition to construction of facilities, the project will also implement programs that use activities to improve local awareness of tourism and preservation of heritage sites. The project organizers also plan to host a Buddhist international conference.

Uttar Pradesh, with a population of about 166 million people, is India's largest state in demographic terms and is also one of the poorest states. At the same time, however, the state is intimately linked to the life of the Buddha, being home to four out of the eight renowned Buddhist sites. Apart from the major highway routes, the roads in UP are poorly maintained and travel by car rarely reaches speeds of more than 30 kilometers per hour. In addition, drainage infrastructure is so poor that the heritage sites and the surrounding villages are subjected to flooding every rainy season.

In the northern part of the Buddhist Circuit, which happens to overlay the poorest parts of Uttar Pradesh, agriculture is the main industry. The burgeoning population, however, has led to excessive partitioning of land, with the result that agricultural production per person cannot go much higher, and development of non-agricultural industries is an important local issue.

Under such circumstances, the Yen loan for the tourism resource of the Buddhist heritage in the northern part of the Circuit is most timely and will be used to take the much needed measures to vitalize the local economy and to reduce poverty.

Tokyo: Đức Đạt-lai-lạt-ma, vị lãnh đạo tinh thần lưu vong của Tây tạng vào ngày thứ bảy vừa qua đã kêu gọi bãi bỏ án tử hình và một cuộc cải cách cho lối giáo dục thiên về kinh viện đã có từ hàng thế kỷ để xây dựng một thế giới nhân đạo hơn.
Vào ngày thứ hai trọng chuyến viếng thăm Nhật bản, Đức Đạt-lai-lạt-ma nói với một thính chúng gồm hàng trăm người rằng các tội phạm nên được đối xử bằng tâm từ, chứ không phải bằng sự giận dữ.
Trong bài phát biểu ở sân vận động, ngài nói rằng: “Thường thì xã hội hay ruồng bỏ những tội phạm, những người đã phạm vào tội ác. Nhưng mà họ cũng là một phần của xã hội. Hãy cho họ một hình thức trừng phạt nào đó để cho họ biết rằng họ đã sai lầm, nhưng mà cần phải chỉ ra rằng họ cũng là một thành phần của xã hội và có thể thay đổi. Hãy cho họ thấy tâm từ.”
Đức Đạt-lai-lạt-ma không có đề cập cụ thể đến nước nào trong bài nói của ngài. Nhật bản là nước công nghiệp phát triển duy nhất ngoài hoa Kỳ đang áp dụng án tử hình và đa số dân chúng ủng hộ cho sự điều này.
Theo Hội Ân xá thế giới, Trung quốc chiếm 90% trong tổng số các bản án tử hình được thực hiện năm ngoái.
Năm 2003 Trung Quốc đã tử hình Lobsang Dhondup, một nhà hoạt động chính trị 28 tuổi người Tây tạng vì tội đánh bom giết chết một người, nhưng trước áp lực của những phản đối của quốc tế, toà án Trung Quốc đã giảm nhẹ tội tử hình của một vị sư tên là Tenzin Deleg trong cùng vụ án đó.
Trả lời câu hỏi của một thính giả về viêc thanh niên Nhật ngày nay ngày càng trở nên khó dạy, Đức Đạt-lai-lạt-ma khuyến khích các trường học nên thay đổi trọng tâm giáo dục của họ.Ngài nói: “Chỉ có lý thuyết suông thì không đủ. Nền giáo dục hiện nay quá chú trọng đén trí óc. Điều này cũng tốt, nhưng chúng ta cũng nên quan tâm một các tương đương như vậy đến khía cạnh nhân đạo.”
Bài nói chuyện này là bài đầu tiên trong số năm buổi thuyết giảng mà Đức Đạt-lai-lạt-ma , người đã đạt giải thưởng Nobel hoà bình năm 1989 sẽ thực hiện trong chuyến viếng thăm 11 ngày của ngài ở Nhật bản.

Dalai Lama calls for abolition of death penalty
TOKYO –– Tibet's exiled spiritual leader the Dalai Lama called on Saturday for the abolition of the death penalty and a revamp of centuries of academic-centered thinking on education to build a more "warm-hearted" world. On the second day of a visit to Japan which has been condemned by China, the Dalai Lama told a crowd of hundreds in Tokyo that criminals should be treated with "compassion, not anger." "Criminals, people who commit crimes, usually society rejects these people," the Buddhist monk said in a sumo wrestling arena rearranged for his address. "They are also part of society. Give them some form of punishment to say they were wrong, but show them they are part of society and can change. Show them compassion," he said. The Dalai Lama did not mention any countries in his appeal. Japan is the only major industrialized country other than the United States to practice the death penalty and has wide public support for executions. China, which has ruled Tibet since 1951, carried out about 90 percent of the legally sanctioned executions in the world last year, according to Amnesty International. China executed 28-year-old Tibetan activist Lobsang Dhondup in 2003 over a bombing that killed one person but amid an international outcry a Chinese court commuted the death sentence of monk Tenzin Deleg in the same case. The Dalai Lama, taking questions from an audience concerned that Japanese youth were turning wayward, urged schools to change their focus. "It is not sufficient for education to be just about academics," the 1989 Nobel Peace laureate said. "There is so much emphasis on the brain. This is good but we should be equally concerned about being warm-hearted," he said. "In the past few centuries there has been a neglecting of these qualities in education," he said. "We should try to introduce these qualities as part of education the world over." The Dalai Lama's lecture was the first of five he will deliver on his 11-day tour of Japan. New Delhi, India -- Ba cơ quan bảo vệ động vật hoang dã đã liên kết lên tiếng cảnh tỉnh những lề thói sinh họat của các cộng đồng cư dân ở khu vực Hy Mã Lai Á, kể cả khu vực Arunachal Pradesh trong việc bảo toàn sinh thái động/ thực vật bằng Phật pháp.

Một dự án kết hợp giữa ba tổ chức Wildlife Trust of India (WTI), Care for the Wild International và The Rowell Fund sẽ được đưa ra làm mẫu mực trong ba năm và có thể phát triển tới những khu vực nằm dọc theo biên giới Miến - Ấn tùy thuộc vào kết quả trong những năm đầu tiên. Phí tổn cho mỗi năm được dự trù khoảng 15 lakh (1 lakh =10 vạn đồng Rupi, 15 lakh tức khoảng một triệu năm trăm ngàn đồng Rupi)

Phát động chương trình trong một buổi lễ đầy màu sắc tại hội trường Scope Complex , Ðức Ðạt Lai Lạt Ma đã nói : “ Hơn bao giờ hết, đời sống phải được đặc định bởi ý thức trách nhiệm chung, không chỉ là quốc gia đối với quốc gia, nhân loại đối với nhân lọai mà còn là nhân loại đối với những chủng loại khác nữa”

Ông đề cập đến việc cổ vũ bảo toàn thiên nhiên trong Phật pháp. Cốt lõi của Phật Giáo đặt nặng lòng từ bi, tôn trọng sinh mệnh từ nhân loại cho đến các lòai sinh vật khác trên địa cầu. Phật pháp nhấn mạnh đến việc chung sống hòa đồng cùng thiên nhiên hơn là chiến thắng.

Ông Ashok Kumar, cố vấn cơ quan WTI nói “Dự án này kết thành tính chất chiến dịch của chúng ta”. Nhu cầu sự cảnh giác trong việc bảo toàn đời sống động vật hoang dã phát khởi bởi sự gia tăng các vụ săn bắn bất hợp pháp, điển hình là những vụ săn lùng quy mô các loại động vật hoang dã thường xuyên. Việc này bị thúc đẩy bởi sự đòi hỏi ngày càng gia tăng trong việc khai thác nguồn lợi tức do động vật hoang dã mang lại của những quốc gia lân cận trong những năm gần đây.

Người ta tin rằng có ít nhất hai tuyến buôn lậu động vật hoang dã hoạt động ở vùng Ðông bắc. Một tuyến đưa sang Tây Tạng, một tuyến đưa về khu tự trị thuộc tỉnh Vân Nam Trung Quốc xuyên qua Miến Ðiện. Việc bảo toàn này cũng quan trọng cho vùng Ðông Bắc bởi vì toàn thể khu vực - kể cả Ân- Miến - là địa điểm nóng bỏng về sinh thái đa dạng.

Conservation tips through Buddhism

New Delhi, India -- Three wildlife agencies have come together to spread awareness among communities inhabiting the Himalayan region, including Arunachal Pradesh, on conservation of flora and fauna with the aid of Buddhism.
A joint project of the Wildlife Trust of India (WTI), Care for the Wild International and the Rowell Fund, it will be in vogue for three years and may be extended to other areas along the Indo-Myanmar border depending on the outcome in the initial years. The expenditure for one year is expected to be Rs 15 lakh.

Launching the programme at a colourful ceremony at the Scope Complex here today, the Dalai Lama said: “More than ever before, life must be characterised by a sense of universal responsibility - not only nation-to-nation and human-to- human, but also human-to- other forms of life.”

He referred to instances in Buddhist literature which encourages conservation of nature. The core of Buddhism revolves around compassion, respect and tolerance for every human being towards all other living beings on earth. Its tenets emphasise coexistence with nature rather than conquering it.

“This forms the essence of our campaign,” said WTI senior adviser Ashok Kumar.
The need for awareness in conservation arises with an increase in poaching, indicated by the huge seizures of wildlife items at regular intervals. This is prompted by a tremendous increase in the demand for wildlife items in the neighbouring countries in recent years.

It is believed that at least two prominent routes for smuggling of wildlife items exist in the Northeast. One leads to Tibet and the other to the autonomous province of Yunnan in China through Myanmar.
Conservation is also important for the Northeast because the entire region is included in the Indo-Myanmar bio-diversity hotspot.
