Liên Đoàn Phúc Âm Thế Giới thảo luận về dự luật "Chống cải đạo" của Tích Lan tại Liên Hiệp Quốc

Liên Đòan Phúc Âm Thế Giới đã chủ tọa một hội nghị đặc biệt tại Hội Đồng Liên Hiệp Quốc về Nhân Quyền tại Geneve trong tuần qua nhấn mạnh đến sự ngược đãi tín ngưỡng tại Tích Lan. Mục đích chính của hội nghị nhắm vào dự luật chống cải đạo đang được đệ trình lên Quốc Hội Tích Lan.

Ông Tổng Thư Ký Liên Đòan Phúc Âm Tích Lan, Godfrey Yogarajah, và một phát ngôn nhân trong buổi hội thảo ngày 5 tháng 04, 2005 đã nói “Luật pháp áp dụng vào tự do tôn giáo có nghĩa là bảo vệ các nhóm tôn giáo thiểu số, nhưng dự luật này đang cố gắng bảo vệ Phật Giáo không phải nhóm thiểu số”.

Trong một văn thư về tự do tôn giáo quốc tế đệ đạt lên Hội Đồng Nhân Quyền Liên Hiệp Quốc, Liên Đoàn Phúc Âm nói rằng Đạo luật Chống Cải Đạo đệ trình bởi Đảng JHU lên Quốc Hội Tích Lan vào hồi tháng 7, năm 2004 đã có mục đích xác định ủng hộ Phật Giáo quốc nội Tích Lan. Hiến tính trong đạo luật này đã gây tranh luận năm ngoái tại Tối Cao Pháp Viện Tích Lan vì hai tiết đoạn trong dự luật đề xuất bất hợp hiến.
Nếu được ban hành, dự luật này sẽ đi trái ngược với tự do tôn giáo bảo đảm trong Điều Khỏan 10 của Hiếp Pháp.

Căn cứ theo Liên Đoàn PhúcÂm, Đảng JHU hiện thời đang tái sọan thảo dư luật với hy vọng được ban hành trong ngày gần đây. Song song với vấn đề này là việc tu chỉnh hiến pháp sẽ thượng tôn Phật Giáo như là tôn giáo chính, một lần nữa , Phật Giáo sẽ bị cấm cải đạo tại Tích Lan.

Các đạo luật này và những đạo luật khác giống như vậy nhắm vào chuyện cấm đoán cải đổi tôn giáo của một người, mục sư đoàn quốc tế phúc trình trong bản báo cáo “ Họ đề xuất hình phạt, kể cả phạt vạ, bắt giam đối với những ai bị kết án cải đạo hoặc giúp người khác cải.

Liên Đoàn Phúc Âm tường trình rằng ngay cả trong trường hợp đạo luật không được thông qua, Bộ Trưởng Bộ Phật Giáo dự trù ban hành một đạo luật chính phủ với sự ủng hộ của Nội Các sẽ có hiệu lực cấm đoán cải đạo đối với mọi tín ngưỡng.

Căn cứ vào mục sư đoàn, bạo động chống Cơ Đốc Giáo gia tăng thảm khốc trong vòng hai năm qua, đúng vào thời điểm dự luật chống cải đạo được đề xuất tại Tích Lan.

Ông Buckingham, chủ tọa buổi hội thảo nói “Đây là những cơ hội làm sáng tỏ những vấn đề rất thời thượng này, điều này để cho chính phủ Tích Lan biết rằng thế giới đang quan sát thái độ của họ đối với các tôn giáo thiểu số.

Giám Đốc Hành Chánh Liên Đoàn Phúc Âm Hội Đồng Tự Do Tôn Giáo, Johan Candelin phát biểu: “Đây là một ngày quan trọng đối với môn đồ Phúc Âm, nó biểu hiện sự quan trọng của Liên Đoàn Phúc Âm với tiếng nói thường xuyên tại Hội Đồng Nhân Quyền Liên Hiệp Quốc ”

Trong thời gian tham dự hội thảo tại Geneve, Đoàn đại biểu WEA cũng đã gặp gỡ Đặc Phái Viên Hội Đồng Tự Do Tôn Giáo Asma Jahangir, người sẽ du lịch thăm viếng Tích Lan trong tháng Năm .

WEA Discusses Sri Lanka Anti-Conversion Bill at UN Meeting

The World Evangelical Alliance (WEA) hosted a special meeting at the United Nations Commission on Human Rights in Geneva last week highlighting on religious persecution in Sri Lanka. The purpose of the meeting was to focus on anti-conversion legislation that is about to be introduced in Parliament in Sri Lanka.

"Laws dealing with religious freedom are meant to protect minority religious groups, but this law is trying to protect the Buddhist majority," said Godfrey Yogarajah, Secretary General of the Evangelical Alliance of Sri Lanka and one of the speakers at the 5th April meeting.

In a document on international religious freedom presented to the UN Commission on Human Rights, the WEA said that the Anti-Conversion Bill – presented by the Jathika Hela Urumaya (JHU) Party to Sri Lanka’s parliament in July 2004 – had as its stated aim, to promote Buddhism within Sri Lanka. The constitutionality of the bill was challenged last year in Sri Lanka's Supreme Court, which found two sections of the proposed legislation to be unconstitutional. If enacted, the legislation would have contradicted the freedom of religion guarantee in Article 10 of the Constitution.

According to the WEA, the JHU is currently redrafting the bill in hopes of tabling it in the near future, while simultaneously working on a constitutional amendment that would enshrine Buddhism as the state religion, once again outlawing conversions from Buddhism in Sri Lanka.

"These bills, and others like it, intend to prohibit the conversion of a person from one religion to another," the global ministry stated in its report. "They propose penalties, including fines or jail sentences, for anyone convicted of conversion or assisting in conversion."

The WEA reports that even if these proposed bills do not pass, the Minister of Buddha Sasana (Buddhist Affairs) is expected to table a Government bill, with Cabinet support, which would effectively ban all religious conversions.

According to the ministry, violence against Christians has increased dramatically in the last two years, the exact period that anti-conversion legislation was proposed in Sri Lanka.

Janet Epp Buckingham, Director of Law and Public Policy of the Evangelical Fellowship of Canada, said meetings such as the 5th April meeting were very important.

"They are opportunities to highlight issues that are very current," said Buckingham, who chaired the meeting. "This lets the Sri Lankan government know that the world is watching their treatment of religious minorities."

"This is a very important day for Evangelicals," commented Johan Candelin, Executive Director of the WEA Religious Liberty Commission. "It shows the importance of the World Evangelical Alliance having a permanent voice at the United Nations Commission on Human Rights."

During their time in Geneva, the WEA delegation also met with the Special Rapporteur on Religious Freedom, Asma Jahangir, who is traveling to Sri Lanka in May for a country visit.

Buddhists give cash to schools

San Mateo, CA (USA) -- An international Buddhist order based in Burlingame donated $8,000 to Burlingame schools on Tuesday. The schools will use the money for field trips, new flags in a gymnasium and yoga classes.

Shinnyo-en Foundation, the philanthropic arm of the Shinnyo-en Buddhist order, has been giving to local schools for 17 years, and it held its annual luncheon Tuesday at Franklin Elementary School.

Robbie Quiles, a seventh-grader at Burlingame Intermediate School, thanked Shinnyo-en for funding a proposed field trip to Point Reyes National Seashore.

“We will be researching animals and doing a project on them,” Quiles said on behalf of the school’s ecology club.

At Franklin Elementary School, the donated money will be used to beautify parts of the campus with clay tiles and Roosevelt Elementary School administrators plan to buy 50 state flags to improve their gym and teach students geography.

McKinley Elementary plans to use its money to continue a yoga program, which fifth-graders have been taking once a week for the past three school years.

McKinley physical education teacher Patty Rossi said students have increased their concentration and balance, and teachers have used the relaxation techniques prior to tests.

Two students demonstrated yoga poses for the roughly 75 guests on Tuesday.

Washington Elementary School will also start a course for parents to be more involved in their children’s lives.

Isao Ito, the bishop of Shinnyo-en, said the “Bridge of Friendship” donations were a symbol of Buddhism’s altruistic spirit.

“If the Bridge of Friendship can help by transcending barriers of nationality, language and religion to increase global trust and make greater contributions to society, then I’m certain the fruits of these labors can be joyous ones,” Ito said in a speech in Japanese.

Ito gave an $8,000 check to Sonny Da Marto, the superintendent of Burlingame Elementary School District, to spend on the school projects, and Da Marto said Shinnyo-en has given almost $140,000 in the last seven years.

Randy Schwartz, Burlingame’s parks and recreation director, said the foundation is also supporting a substance abuse program to complement the school programs.

It will also provide tools for parents to talk to students about drug and alcohol abuse, Schwartz said.

Burlingame City Councilwoman Rosalie O’Mahony welcomed the anti-drug program.

“They are really great people ... the drug intervention program is a great idea,” she said.

Mayor Joe Galligan also said Burlingame is bookended by two houses of worship at El Camino Real on the city’s limits, and thanked Shinnyo-en for its contributions.

Burlingame has seven churches on El Camino Real, Galligan said, and their values reflect the city’s.

“I think that shows the way we want to live,” he said.

Người Lính Mỹ gốc Tây Tạng Hy sinh tại Iraq

Tibetan-American Buried Among American War Heroes

ARLINGTON, Virginia—Marine Lance Cpl. Tenzin Choeku Dengkhim has been laid to rest at Arlington National Cemetery, the first Tibetan-American to be buried at the site reserved for American war heroes.
Dengkhim, 19, died as a result of "hostile action" April 2, less than one month after deploying to Iraq, the Pentagon said. He is the first Tibetan-American killed while serving in the U.S. military.
Some 100 people, many of them Tibetan-Americans, stood silently under a brilliant April sun as U.S. Marines draped Dengkhim's coffin with a U.S. flag and fired three volleys in salute.
A lone bugler played taps, the Civil War melody that signals "lights out" at U.S. military installations and is traditionally played at all U.S. military funerals.
A half-dozen Tibetan Buddhist monks chanted prayers.


'Mother, don't worry'
"He said he knew everything that was going on in Iraq, the situation in Iraq and in Afghanistan. He also knew that the training would not be easy," his mother, RFA Tibetan service broadcaster Rinzin Choedon Dengkhim, said in her native Tibetan. "But he decided to go anyway."
"When there was talk of his going to Iraq, he said, 'Mother, don’t worry—we are trained for war. Though Iraq is not our country and it may not directly be our war, the situation is quite similar to the situation in Tibet, where people do not have freedom of speech or enjoy human rights.'"
In an interview last week, Dengkhim remembered her son as "a very good boy."
"He was a very good boy, deeply religious, and [he] talked of serving Tibet as a soldier after he completed his military career as U.S. Marine," Dengkhim's mother said last week.
"He was very devoted to his grandmother, who lives in Dharamsala [northern India]. He made sure that his grandmother was present at his Marine graduation ceremony."

"He was very fond of playing badketball every Sunday with other Tibetans," she said.

From India to Utah and Virginia
Dengkhim graduated from George Marshall High School in Fairfax, Virginia, after moving with his mother and brother from Utah, where the family first settled in the 1990s.
Dengkhim, born in India in 1985, enlisted in the U.S. Marine Corps on Sept. 14, 2003.
He had been on active duty in Iraq less than a month at the time of his death. He enlisted in hope of saving money for college, according to a family friend.


Idealistic youth
U.S. military officials said Dengkhim appeared to have been killed in hostile action near the city of Hadithah, in Iraq’s Anbar Province.
At a memorial service April 8, friends and relatives remembered Dengkhim as a kind youth who loved swimming and nature.
"Choeku’s dream was to help his country and his people through his experience in the armed forces of the United States," childhood friend Seldon Dekhang said, using Dengkhim’s nickname.
"Some may regard his aspirations as naïve, but Choeku's idealism and drive to pursue his dream despite the obvious dangers was gallant. Despite our sadness, [which] tinges almost every aspect of our day now, we are so proud of him for his bravery," Dekhang said.
State Department Special Coordinator for Tibetan Issues Paula Dobriansky and Rep. Frank Wolf, Republican from Virginia, attended Friday’s memorial service.
Dengkhim is survived by his mother and older brother, Tenzin Fende Dengkhim, of Massachusetts.
