Dalai Lama begins discourse for Taiwanese Buddhists
ANI, July 12, 2005

Dharamshala, India -- Nearly 600 Taiwanese Buddhists began to attend special religious sermons by Tibetan spiritual leader, the Dalai Lama, here today. The Tibetan government-in-exile is headquartered in Dharamsala.

The ten-day discourse is also being attended by hundreds of other Buddhists including Tibetan monks and foreigners. The Dalai Lama would preach on the great Buddhist Lama Tsong Khapa "Lamrim Dringpo" and on the stages of the path to enlightenment.

Taiwanese Buddhists attending the discourse said their aim was to spread Tibetan Buddhism as far and wide as possible.

"The importance of this group is that we want Tibetan Buddhism to pass on to as many as possible, as complete as possible, to benefit even more people, even those in China, that's how I see the importance of this," said Chin Lee.

The Dalai Lama began the annual discourses in Tibetan language ten years ago on the request of a Taiwanese Buddhist Master Cheng. The Tibetans-in-exile have been expecting that Tibet might be granted autonomy akin to that given to Hong Kong and Macao under the contentious "one country, two systems" formula.

Tibetans believe that Beijing would seriously note their yearnings for autonomy to Tibet.China recently, in a white paper, urged the Dalai Lama to abandon his vision of an autonomous Tibet, squeezing the slim hopes of a political solution that might allow the exiled spiritual leader to return to hishomeland.

The Dalai Lama wields considerable influence over Buddhists in Taiwan, an independent small island off the coast of mainland China which Beijing claims as its own.

The spiritual leader who won the Nobel Peace Prize in 1989 for his non-violent campaign to gain autonomy for his homeland, maintains that there should be a referendum of the Tibetan people to decide their own future.

The Dalai Lama has lived in Dharamsala with thousands of his followers since a failed uprising against Chinese rule in 1959. About 134,000 Tibetans live in exile, the vast majority in India or Nepal, and of them less than half were born in their homeland.

Drilling finished for controversial mountain tunnel

July 14, 2005 ㅡ After a delay of two and a half years, caused by protests from Buddhist monks and environmental groups, drilling was completed yesterday for a controversial tunnel in the city of Uijoengbu. Delays in the project have held off the completion of a 127-kilometer (79-mile) beltway surrounding Seoul.
The 3.4-kilometer Sapae Tunnel goes through Mount Bukhan National Park. Buddhists had insisted that the tunnel construction would disturb their practice of their religion, while environmentalists argued that it would cause damage to the national park. Drilling began in 2001, but was stopped only five months later.
Yesterday, Sohn Hak-rae, president of the Korea Highway Corporation, executives from GS Engineering and Construction and government officials celebrated the completion of the drilling, which took a year and a half, excluding the postponement.
Buddhists carried out a two-hour religious service yesterday, praying that the construction would be completed without any accidents.
"[The service] bears the meaning of hoping the construction will be friendly to the environment, putting more weight on preserving nature," said the monk Venerable Jongmyeong.
Sapae Tunnel is part of a beltway circling Seoul, connecting satellite cities. It is expected to reduce traffic congestion in and around the capital. Most of the beltway, passing through Toegyewon, Pangyo, Pyeongchon and Ilsan, is already in use. Due to the protests, 36 kilometers, including the tunnel, have yet to be completed.
The tunnel is expected to shorten the drive from Ilsan to Toegyewon, northwest and northeast of Seoul, respectively, by about an hour. Previously, the trip lasted an hour and 30 minutes, when traffic had to pass through central Seoul.
The tunnel is expected to be finished in late 2007.

Conflict delays Mount Cheonseong project again

July 14, 2005 ㅡ With the Korean government saying it has already lost nearly 2 trillion won ($2 billion) in a stalled high-speed rail tunnel project due to a Buddhist nun's hunger strike, the delay appears certain to continue with cooperation between environmentalists and the government having come to a halt.
Late last year, the nun Venerable Jiyul went on a 100-day hunger strike to protest the construction of a tunnel going through Mount Cheonseong in Busan. She said the project would destroy a rare salamander habitat on Mount Cheonseong.

The hunger strike ended in February, when an agreement was reached to conduct a joint study of the potential environmental impact of the construction on the mountain. However, the study is being halted before it could begin.

In April, representatives from the Korea Rail Network Authority, along with Venerable Jiyul and environmentalists siding with her, agreed to form a 14-member committee to carry out the study, which was set to begin in June.

But Venerable Jiyul and the environmentalists objected to the government's distribution of a 90-page book about the tunnel construction. The environmentalists say the book blames the delay in the project, and the related economic losses, on the nun for "asking that the entire project be stopped."
They asked for an apology; government officials refused to oblige, saying that the book was "a simple record of the facts."
Seo Jae-cheol, an official from Green Korea, an environmental group, said, "We will not consider the government office to be a counterpart for dialogue."
Construction of the tunnel is expected to reduce high-speed train travel time between Seoul and Busan by nearly an hour.
Government officials claim further delays will cause 7 billion won in losses per day. Should the two sides fail to reach an agreement, the Supreme Court will have the right to decide on the fate of the construction project.
