Liên Hiệp Quốc hối thúc Trung Quốc cho phép viếng thăm cậu bé Ban Thiền Lạt Ma
GENEVA, 30 tháng 09, 2005 nguồn tin từ hãng thông Tấn Reuters - Liên Hiệp Quốc hôm thứ Sáu 30 tháng 09, 2005 đã kêu gọi Trung Quốc cho phép chuyên gia viếng thăm và xác nhận tình trạng “sức khỏe tốt” của Gedhun Choekyi Nyima, cậu bé mà Ðức Ðạt Lai Lạt Ma đã nhìn nhận là Ban Thiền Lạt Ma thứ 11 của truyền thống Phật Giáo Tây Tạng.

Người ta tin tưởng rằng cậu bé Gedhun Choekyi Nyima đang bị giam giữ trong khi chính quyền Trung Quốc nhìn nhận Gyaltsen Norbu là Ban Thiền Lạt Ma thứ 11, hậu thân của Ban Thiền Lạt Ma thứ 10, địa vị quan trọng thứ nhì trong Phật Giáo Tây Tạng.

Ủy Ban Thiếu Niên Quyền của Liên Hiệp Quốc cũng kêu gọi Trung Quốc thu hồi lệnh cấm thiếu niên trên việc nghiên cứu các tôn giáo thiểu số của họ như Phật Giáo Tây Tạng, Hồi Giáo Hồi Hột v.v...

Ðại biểu của Trung Quốc báo cáo với Liên Hiệp Quốc rằng cậu bé Gedhun Chorekyi Nyima và gia đình của cậu ta không muốn bị phiền toái bởi quan khách ngoại quốc viếng thăm.

Ủy Ban Quyền Thiếu Niên nhấn mạnh rằng đã được cung cấp thông tin về cậu bé Choekyi Nyima, nhưng họ vẫn còn quan tâm rằng thông tin này chưa được xác nhận bởi các nhà chuyên môn độc lập.

Ủy Ban đã kêu gọi Bắc Kinh “cho phép một nhà chuyên môn độc lập viếng thăm và xác nhận tình trạng sức khỏe tốt của cậu bé Gedhun Choekyi Nyima trong lúc vẫn tôn trọng quyền riêng tư của cậu và gia đình”.


Hội Ðồng Liên Hiệp Quốc đã quy tụ 18 nhà chuyên môn độc lập, đã công bố bản kết luận sau khi chấm dứt ba tuần hội nghị được tổ chức để kiểm tra hồ sơ của tám quốc gia trong đó có Trung Quốc.

Hội đồng giám sát chấp thuận bởi 192 quốc gia đã ký kết thỏa hiệp “ Quyền Thiếu Niên” của Liên Hiệp Quốc năm 1991, một “Bản Tuyên Ngôn Nhân Quyền bảo đảm tự do căn bản.

Hội đồng Liên Hiệp Quốc cũng thúc giục Trung Quốc điều tra việc mua bán trẻ em, mãi dâm, văn hóa phẩm khiêu dâm và đăng ký khai sanh tất cả bé gái giữa mối quan tâm rằng tất cả trẻ em đã không được đăng ký một cách có hệ thống bởi vì chính sách kế hoạch hóa gia đình một cách chính thức của chính phủ Trung Quốc.

Trung Quốc đã thực thi “chính sách một con” một cách gắt gao tại thành phố, nơi mà gia đình nào có hơn một con sẽ bị phạt vạ nặng nề. Dân chúng thôn quê và người dân tộc thiểu số thì được phép có nhiều nhất là hai con.

Ðại biểu Trung Quốc đã thừa nhận có một sự mất quân bình phái tính trong tỷ lệ sinh sản nhưng họ nói rằng đó là vì niềm tin truyền thống của dân chúng thôn quê là ưa thích con trai hơn.

UN urges China to allow visit to boy Panchen Lama

GENEVA, Sept 30 (Reuters) - The United Nations called on China on Friday to allow independent experts to visit and "confirm the well-being" of the boy chosen by the Tibetan spiritual leader Dalai Lama as the 11th Panchen Lama.

Gedhun Choekyi Nyima is believed to be under house arrest, while the government's choice Gyaltsen Norbu is being groomed as the 11th Panchen Lama, the reincarnation of the 10th and the second-most important figure in Tibetan Buddhism.

The U.N. Committee on the Rights of the Child also called for lifting reported restrictions on youth from minority religions -- Tibetan Buddhists, Muslim Uighurs and Hui -- to study their faiths.

China's delegation told the body that Gedhun Choekyi Nyima and his family did not wish to be interfered with by outside visitors.

"The Committee notes the information provided about the Gedhun Choekyi Nyima, but remains concerned that it has not yet been possible to have this information confirmed by an independent expert," it said.

It called on Beijing to "allow an independent expert to visit and confirm the well-being of Gedhun Choekyi Nyima while respecting his right to privacy and that of his parents".

The Dalai Lama fled Tibet to India in 1959 after a failed uprising against Chinese rule.

The U.N. body, made up of 18 independent experts, issued its conclusions after ending a three-week meeting held to examine the record of eight countries, including China.

It monitors compliance by the 192 countries which have signed the 1991 U.N. Convention on the Rights of the Child, a "Bill of Rights" guaranteeing fundamental freedoms.

The U.N. body also urged China to probe child trafficking, prostitution and pornography, and register births of all baby girls amid concerns that all children were not systematically registered due to official family planning policies.

China enforces a strict "one child policy" in cities, where residents with more than one child face hefty fines. Rural people and members of ethnic minority groups are allowed a maximum of two children.

China's delegation conceded there was a gender imbalance in the birth rate but said it was due to traditional beliefs in rural areas which had a preference for boys.

ISLAMABAD, Pakistant - 01 tháng 10, 2005- Ðại Sứ Hoa Kỳ Ryan C. Crocker đã trao tặng một chi phiếu $32,877 Mỹ Kim đến cho Thạc Sĩ Fazal Dad Khan, Tổng Giám Ðốc Bộ Khảo Cổ và Bảo Tàng Pakistant cho công trình phục hồi và bảo tồn một Tu Viện Phật Giáo hồi Thế Kỷ Thứ Năm tên gọi “ Jinan Wali Dehri” tọa lạc gần Taxila.

Bộ Trưởng Liên Bang Bộ Văn Hóa, Thể Thao và Thanh Thiếu Niên, Ajmal Khan cũng có mặt trong buổi trao tặng này.

Ngân khoản yểm trợ này nằm trong chương trình “Quỹ Sứ Giả Bảo Tồn Văn Hóa -viết tắt AFCP” của Sứ Quán Hoa Kỳ.

Chương trình này biểu lộ sự tôn trọng của dân chúng Hoa Kỳ đối với những nền văn hóa của những quốc gia dân tộc khác và giúp đỡ các quốc gia phát triển lãnh vực bảo tồn văn hóa truyền thống.

Chương trình AFCP trước nay đã ủng hộ 205 đề án đó đây trên thế giới và đã yểm trợ $ 4.2 triệu Mỹ cho những công trình phục hồi và bảo tồn tương tự.

Tại Pakistant, AFCP đã tài trợ một vài công trình tái tạo trong quá khứ, những công trình đó gồm cả “Masjid Wazir Khan” ở Lahore, “Masjid Mahabat Khan” ở Peshawar và “Sirkap Site” ở Taxila.

Công trình khai quật hoàn tất tại khu vực “Jinan Wali Dheri” thuộc Taxila đã phát hiện một di tích tôn nghiêm Phật Giáo, kể cả một ngôi tháp uy nghi. Ðó là một tu viện gồm có 17 phòng và hai lối vào. Những khám phá đáng ghi nhận nhất từ “Jinan Wali Dheri” là những bức bích họa trên tường hành lang của tu viện.

Sử dụng ngân quỹ tài trợ bởi Tòa Ðại Sứ Hoa Kỳ, Bộ Khảo Cổ Pakistant sẽ khởi sự làm việc trên công trình tái tạo và bảo tồn tu viện “Jinan Wali Dheri”.

Bên cạnh những công trình tái tạo và bảo tồn, dự án còn tăng cường bảo vệ khu vực nhằm ngăn chặn những khai quật bất hợp pháp, củng cố cấu trúc tồn tại và bảo vệ những cổ vật có thể di chuyển đối với sự hư hại trong tương lai, sự di dời và đặt sai phương hướng.

Do việc khám phá được bích họa Phật Giáo hiếm hoi từ thế kỷ thứ 5 mà trước đó chưa từng xảy ra trong khu vực, một số đông du khách và dân sành sỏi sẽ kéo đến một khi công trình này mở cửa cho công chúng viếng thăm.

Bộ Khảo Cổ dự định thiết lập những trang bị thích đáng cho việc viếng thăm khu vực có bích họa và thiết lập một hệ thống thoát nước hiệu năng để ngăn chận sự hư hại bởi những trận mưa to mỗi năm.

Dự án này cống hiến cơ hội giá trị cho các nhà nghiên cứu, khảo cổ và chuyên gia theo đuổi học hỏi và thực hành kỹ thuật bảo tồn.

Một mục đích khác thêm vào dự án là giúp đỡ cộng đồng địa phương, nhất là giới trẻ, có thể đảm đương việc bảo quản và kiểm soát di sản truyền thống của họ, và cho phép họ phát triển tài năng đòi hỏi cho việc thông hiểu và điều hành môi trường của họ. Ủng hộ tái tạo, phục hồi một Tu Viện Phật Giáo tại một quốc gia Hồi giáo cũng là việc phát huy sự thông cảm và sự cùng tồn tại của những tín đồ của nhiều tôn giáo và văn hóa khác nhau.

US Ambassador donates $ 3 m for preservation of archeological sites

ISLAMABAD, Oct 01 : U.S. Ambassador Ryan C. Crocker presented a check of $32,887 to Dr. Fazal Dad Khan, Director General, Department of Archeology and Muesums for the conservation and restoration of a 5th Century Monastery, “Jinan Wali Dehri” located near Taxila.

Federal Minister for Culture, Sports & Youth Affairs, Ajmal Khan was also present on the occasion .

This financial assistance has been provided under an ongoing U.S. Embassy program known as “The Ambassador’s Fund for Cultural Preservation” (AFCP).

The program demonstrates the respect of the people of the United States for other cultures and helps developing countries in preserving their cultural heritage.

AFCP has so far supported 205 projects around the world, and has provided a total of $4.2 million for similar preservation and restoration projects.

In Pakistan AFCP has funded several similar restoration projects in the past, which include, “Masjid Wazir Khan” in Lahore, Man Singh Haveli, Rohtas Fort, “Masjid Mahabat Khan” in Peshawar; and the ‘Sirkap Site” in Taxila.

The excavation work done at the ‘Jinan Wali Dheri’ site in Taxila has revealed a Buddhist sanctuary complex, including an imposing stupa. The monastery consist of 17 cells and two entrances. The most remarkable discovery from ‘ Jinan Wali Dheri’ is the mural paintings on the walls of the corridor of the monastery.

Using this financial assistance provided by the U.S Embassy, the Department of Archeology and Museums will start work on the preservation and restoration of ‘Jinan Wali Dheri’.

Besides major restoration and preservation work, the project will protect the site from illegal excavation, fortify structural remains, and protect moveable antiquities from further destruction, manhandling and displacement from the site.

Due to the unprecedented discovery of rare 5th century Buddhist mural paintings in the area, a large number of visitors and connoisseurs are likely to visit the site once its is paintings in the area, a large number of visitors and connoisseurs are likely to visit the site once its is open to the general public.

The Department plans to put in place appropriate access facilities to the painting site and to install an effective drainage system to prevent decay caused by heavy rainfall every year.

The project offers valuable opportunity for researchers, archeologists, and experts to engage and learn preservation techniques and practices.

An additional goal of the project is to help local communities, especially youth, to assume stewardship and control of their heritage resources, and enable them to develop skills required for the understanding and management of their environment. Supporting restoration of a Buddhist Monastery in an Islamic country also strengthens understanding and coexistence amount the followers of different religions and cultures.

Madhya Pradesh - Ấn Ðộ. Hội đồng Dân Tộc Thiểu Số Mydhya Pradesh đã kêu gọi quản lý khảo cổ ASI, ông KK Muhammed sửa chữa lại đường được cho là rạn nứt trong Ðại Tháp Sanchi, di sản văn hóa thế giới tại khu vực lân cận Raisen.

“Lòng tín ngưỡng không nên tiếp tục bị tổn thương. Sanchi không chỉ là một trung tâm thờ phượng và tín ngưỡng cuả cộng đồng Phật Giáo thế giơí mà nó cũng là một điạ điểm chính cho khách du lịch trên thế giơí nữa". Thành viên của hôị đồng, ông Indresh Gajbhiye đã nói với giới truyền thông taị đây vào hôm thứ ba trong khi kiểm tra công trình kỷ niệm. Ông nói rằng ông sẽ sớm tường trình đến chính phủ sau khi ông trở vê` Bhopal.

Phải thừa nhận những tình trạng này thực sự xảy ra trong những công trình xây dựng lớn thuộc hàng ngàn năm về trước, ông Gajbhiye nói rằng điều đó chắc chắn không phải là trường hợp bất thường.

Trong lúc ấy ông Muhammed đã khẳng định rằng tất cả các tháp sẽ đuợc sưả chữa trong tháng 3, năm 2006.

Giaó hội Phật Giáo Ấn Độ đã đệ trình một dự án bảo quản các công trình kỷ niệm và thư báo đã được gửi tới bác sĩ Gajbhiye.

Chủ tịch hội đồng thành phố ông Suresh Jadhav đã nói rằng “Nếu các ngôi tháp ở Sanchi,Satdhara va Sonari không được duy trì bảo quản, Giáo hội Phật Giáo sẽ bắt buộc phải đề xướng phong trào vận động quần chúng taị Bhopal.

ASI đã phát họa một sơ đồ 5 vạn Rubee cho sự trám kín “ khe nối” giữa những tảng đá, lắp đặt hệ thống thoát nước và trang hoàng lại Ðại Tháp 2,300 năm tuổi.

“ Tất cả công trình nơi đây không có biến đổi nào bởi sự hư hại. Nó không phải là rạn nứt, chỉ là phơi bày dấu nối và đó sẽ được trám kín bằng vôi hồ. Nó đã được sửa chữa trước đó vào năm 1964", Ông Muhammes đã nói với giơí truyền thông tại Sanchi hôm 25 tháng 9.

Kế hoạch cũng dự định kiến lập một khu vườn với ước lượng tổng số chi phí 2 chục vạn ở chung quanh Ðại Tháp Sanchi. Bhimbhetka và Khajuraho là những di sản thế giới khác trong vùng này.

Chuyên viên gia cũng nói thêm rằng: “Nhiều khoảng 214 lỗ hỏng nhỏ mà nước mưa chảy ra từ đó, công việc sửa chửa vá lót kín nước của Ðại tháp sẽ bắt đầu sớm, sau mùa mưa và sẽ chấm dứt vào tháng ba năm 2006. Thêm vào đó sự dẫn nước cũng được kế hoạch hoá. Công trình cũng sẽ được dọn dẹp sạch sẽ bằng nước như hướng dẫn cuả tổ chức UNESCO để ngăn chận các chất hoá học.

The Madhya Pradesh State Minorities Commission has summoned ASI Superintending Archaeologist (Bhopal Circle) K K Muhammed in connection with an alleged crack in the Great Stupa at the world heritage site Sanchi in neighbouring Raisen district.

''Religious sentiments ought not to be hurt. Sanchi is not only a centre of worship and faith for the world's Buddhist community but also an international tourist spot,'' Commission Member Indresh Gajbhiye told mediapersons here on Tuesday while inspecting the monuments. He said he would forward a report to the government after returning to Bhopal.

Admitting that such cases did occur in edifices that are thousands of years old, Mr Gajbhiye said it was certainly not a case of irregularity.

Meanwhile, Mr Muhammed assured that all the Stupas would be renovated by March, 2006.

The Indian Buddhist Religious Council had staged a demonstration over conservation of the monuments and a memorandum was submitted to Dr Gajbhiye.

''If the stupas at Sanchi, Satdhara and Sonari are not conserved, the Buddhist community will be compelled to launch an agitation in Bhopal,'' the council's state unit Chairman Suresh Jadhav said.

The ASI has drafted a Rs 5 lakh scheme for sealing the ''exposed joint'' between stones, plugging rainwater seepage and beautification of the 2,300-year-old Great Stupa.

''There is no chance whatsoever of the seepage damaging the monument. It's not a crack, only an exposed joint and that will be sealed using lime mortar. The joint was earlier repaired in 1964,'' Mr Muhammed told a media team at Sanchi on September 25.

The scheme also envisages creation of a garden at an estimated expense of Rs 2 lakh around the stupa. Bhimbhetka and Khajuraho are the other World Heritage sites in this state.

''As many as 214 weep holes aid in conveying rainwater out of the structure. The work of rendering the stupa watertight will begin soon after the monsoon and be completed by March, 2006. An additional drain is planned. The monument is cleaned only with water as a UNESCO directive forbids chemical treatment,'' the expert added.
