Lâm Tỳ Ni sẽ là Thành Phố Hòa Bình Thế Giới

New York, USA -- Hai mươi bảy năm sau khi Hội Ðồng Quốc Tế Phát Triển Lâm Tỳ Ni, được thành lập bởi chỉ thị của chính phủ Nepal với mục đích phát triển Lâm Tì Ni, nơi Bồ Tát Ðản Sanh- lần hội nghị thứ 16 của thành viên hội đồng đã được tổ chức vào hôm thứ Sáu 16 tháng 09, 2005 tại New York, đã quyết định tái hoạt động cơ cấu hầu như tê liệt để tiếp tục phát triển Lâm Tỳ Ni như là một thành phố hòa bình của thế giới.

Trong suốt cuộc hội nghị được các bộ trưởng ngoại quốc thuộc các quốc gia thành viên tham dự bên cạnh Hội Nghị Thượng Ðỉnh Kỷ Niệm 60 năm thành lập Liên Hiệp Quốc, hội đồng đã đồng lòng đi đến một kết luận thực hiện công trình phát triển cho Lâm Tỳ Ni trở thành Thành Phố Hòa Bình Thế Giới trong tương lai dài hạn, căn cứ theo Ủy Ban Thường Trực của Nepal tại Liên Hiệp Quốc.

“Hội đồng đã ở trong tình trạng ngưng trệ nhiều năm, bây giờ là lúc hoàn tất một cái gì cụ thể để nhìn nhận sự có mặt của hội đồng.” Ủy viên đại diện Ủy Ban Thường Trực, Madhu Raman Acharya nói với phóng viên báo chí như trên. Hội đồng Phát Triển gồm các quốc gia thành viên như Nê Ban (Nepal), Nhật Bản, Ấn Ðộ, Ba Kiết Tăng (Pakistan), Tích Lan, Băng La Ðiệt (Bangladesh), Nam Dương, Ðại Hàn, Tân Gia Ba và Thái Lan.

Suốt thời gian …chạy đua hội họp được chủ tọa bởi Bộ Trưởng Bộ Ngoại Giao Ramesh Nath Pandey kéo dài cho đến tối, Acharya tóm tắt tình hình hiện tại của công cuộc phát triển Lâm Ty Ni với các thành viên và các đại diện.

Giáo Sư Nay Htun, cựu phụ tá Tổng Thư Ký Liên Hiệp Quốc có liên hệ đến UNDP- Chương Trình Phát Triển Liên Hiệp Quốc, hiện diện trong buổi họp nhấn mạnh đến một bản tường trình nghiên cứu của UNDP chủ đề “Dự Kiến và Phát Huy: Nền Tảng của Hòa Bình Thế Giới Lâm Tỳ Ni”

Tài liệu ghi nhận bởi hội nghị cũng đề cập đến việc Lâm Tỳ Ni sẽ phát triển như một cơ sở của hòa bình, và là một trung tâm tôn giáo của Phật giáo cũng là địa điểm tham quan của du khách thuộc tầm vóc quốc tế.

Cuộc hội nghị cao cấp cũng đã chỉ định Ðại Diện Thường Trực của các quốc gia thành viên Hội Ðồng Phát Triển Lâm Tỳ Ni hội nghị ít nhất mỗi năm một lần tại New York để kiểm soát tiến trình của công cuộc phát triển.

Nepal sẽ chủ tọa hội nghị kỳ tới của Hội Ðồng Phát Triển Lâm Tỳ Ni, tuy nhiên, ngày tháng chưa được ấn định.

Một kế hoạch cơ bản liên quan đến phát triển Lâm Tỳ Ni và quy chế Hội Ðồng Phát Triển đã được tiếp nhận năm 1978, tuy nhiên, cơ cấu hội đồng đã bị ngưng trệ sau cuộc hội nghị lần đầu tiên vào tháng 6 năm 1987 với bậc cấp Ðại Diện Thường Trực.

“Ðó là một điều hết sức thỏa đáng đáng lưu ý vì mọi nỗ lực đang trên đường đến từng quốc gia và bậc thang quốc tế trong việc phát triển Lâm Tỳ Ni, để bảo tồn văn hóa và di sản tôn giáo phong phú cùng phục hồi thời kỳ hưng thịnh xa xưa của Lâm Tỳ Ni”, Quốc vương Nepal đã nói như trên trong thông điệp mà Bộ Trưởng Pandey đã đọc trước hội nghị.

Lumbini to emerge as World Peace City

New York, USA -- Twenty-seven years after the International Committee for Development of Lumbini (ICDL), was constituted at the behest of Nepal with the aim of developing Lumbini - the birthplace of Lord Buddha - the 16-member committee met here Friday, deciding to re-activate the almost-defunct body in order to develop Lumbini as a world peace city.

During the meeting, in which foreign ministers of member countries participated on the sidelines of the 60th Anniversary Summit of the United Nations, the committee unanimously adopted an "outcome document" that envisions making Lumbini a World Peace City in the long-term perspective, according to the Permanent Mission of Nepal to the UN.

"The committee had remained frozen for long time," Permanent Representative to the Mission, Madhu Raman Acharya, told the Post. "Now, something concrete may be done in this regard." The committee comprises, among others, Nepal, Japan, India, Pakistan, Sri Lanka, Bangladesh, Indonesia, Korea, Singapore and Thailand.

During the marathon meeting chaired by Foreign Minister Ramesh Nath Pandey that stretched until night, Acharya briefed members and representatives on the current status of the development of Lumbini.

Prof Nay Htun, former UN Assistant Secretary-General affiliated with UNDP, presented highlights of a UNDP study report "Vision and Scoping: Lumbini the Foundation of World Peace".

The document endorsed by the meeting also says that Lumbini will be developed as a foundation of peace and a regional hub of Buddhist sites and tourist destination of international attraction.

The high-level meeting also directed the Permanent Representatives of ICDL member countries to meet at least once a year in New York to take stock of the ongoing development in Lumbini.

Nepal will be holding the next meeting of ICDL in Lumbini. However, the date hasn't been fixed.

A master plan vis-à-vis Lumbini development and formation of ICDL had been adopted in 1978. However, the body had remained "frozen" after it first met in June 1987 at the Permanent Representatives level.
King pleased with efforts

In a message of greetings and best wishes to the meeting, King Gyanendra said, "At a time when the world remains deeply troubled by strife and violence, Lord Buddha's message of peace, compassion, love and tolerance assume greater significance."

"It's a matter of great satisfaction to note that efforts are underway on a national and international scale to develop Lumbini, to preserve its rich cultural and religious heritage and restore the pristine glory of Lumbini," the king said in his message, which was read out to the participants by Minister Pandey.

Global Centre for Buddhism in Buddha Gaya

New Delhi, India -- A global training centre for Buddhist monks across the world will be established at Buddha Gaya. The foundation stone for the building complex is to be laid by the Dalai Lama in presence of leading Buddhist monks from different countries belonging to all schools of Buddhism.

"The proposed training centre to mark the 2550th Buddha Jayanthi celebrations in 2006 will fullfil a long-time need of the Buddhist world," said Dr. Bupendra Kumar Modi, President of the Maha Bodhi Society of India addressing the final meeting of the steering committee set up to organise the 2550th Buddha Jayanthi celebrations all over India.

"There is no other proper place than the Buddha Gaya to establish such an institution as was in this holy city Prince Siddhartha attained enlightenment and became the Supreme Buddha.

A land for the purpose has already been acquired and we expect the world Buddhist community to support to realise this noble work," Dr. Modi said.

The steering Committee meeting at the Maha Bodhi Society of India, headquarters in Kolkata was attended by the Society's Vice-Presidents Justice Chittatosh Mukherjee, Justice Bhaghawati Prasad Banerjee, Dr. Amiya Kumar Samantha, former DIG, CID, West Bengal, and Justice Shyamal Sen, Chairman, Human Rights Commission, West Bengal and A.K. Bajuria, Advocate of the Kolkata High Court.

Dr. Amiya Kumar Samantha, a senior vice president of the Society requested to invite the Sri Lankan President attend the 2550th Buddha Jayanthi celebrations in 2006.
