VAI TRÒ QUAN TRỌNG CỦA ĐỨC ĐẠT LAI LẠT MA

Theo tờ The Indian Express, ngày 13 tháng 3 từ New Delhi,

New Delhi và Bắc Kinh đang rất quan tâm đến chuyến viếng thăm của Thủ Tướng Trung Quốc Ôn Gia Bảo để cải thiện quan hệ song phương. Thay vì phá hoại cuộc viếng thăm này, Đức Đạt Lai Lạt Ma lại quyết định tạo điều kiện cho Ấn Độ và Trung Quốc gặp gỡ một cách dễ dàng hơn vào tháng tới.Vào ngày thứ năm vừa qua, trong một bài phát biểu nhân kỷ niệm lần thứ 45 ngày Tây Tạng nổi dậy, Đức Đạt Lai Lạt Ma đã bày tỏ thiện chí chính trị của mình đối với Trung Quốc. Ngài còn đi xa hơn bằng cách khẳng định rằng ngài không đòi hỏi sự độc lập của Tây Tạng từ Trung Quốc nữa.Ngài cũng tuyên bố rằng ngài không đòi hỏi một vai trò chính trị nào cho chính bản thân ngài hay cho thể chế của ngài ở Tây Tạng nếu có một sự dàn xếp thoả mãn giữa hai bên về tương lai của khu vực được thực hiện ở Bắc Kinh. Không rõ thiện chí của ngài có ảnh hưởng trực tiếp nào đến cuộc hội đàm hiện nay giữa Trung Quốc và Đức Đạt Lai Lạt Ma hay không. Nhưng thiện chí này đã tạo nên một môi trường chính trị tốt cho cuộc viếng thăm của thủ tướng Ôn.Mối quan hệ hay thay đổi bất thường của Trung Quốc và Ấn Độ từ những năm 40 đến nay cũng gắn liền với cuộc đời của Đức Đạt Lai Lạt Ma. Ngài luôn hiện diện trong nhũng lúc có những sự căng thẳng trong môi quan hệ của hai nước. Ngài là người duy nhất còn sống trong số những người quan trọng thời bấy giờ như thủ tướng Nehru và thủ tướng Chu Ân Lai, những người đã cố gắng vô vọng trong việc tìm cách dàn xếp hoà bình cho vấn đề Tây Tạng. Mặc dầu cả hai bên đều không công khai thừa nhận, nhưng New Delhi và Bắc Kinh đều biết rằng họ không thể cải thiện quan hệ song phương nếu không được sự ủng hộ của Đức Đạt Lai Lạt Ma về mặt chính trị. Vì vậy mà hiện nay cả Ấn Độ lẫn Trung Quốc đều đang thở phào nhẹ nhõm vì ngài đã bày tỏ thái độ chính trị hết sức mềm dẻo của ngài trong sự cam kết với Trung Quốc. Một thái độ cứng rắn hơn sẽ làm hỏng những cố gắng hiện nay trong việc cải thiện mối quan hệ giữa Trung Quốc và Ấn Độ để đặt ra những nguyên tắc mới nhằm giải quyết những tranh chấp về biên giới đã kéo dài lâu nay. Sự tranh chấp này liên quan đến biên giới giữa Tây Tạng và các vùng giáp ranh của Ấn Độ. Cầm con dao hai lưỡi, Đức Đạt Lai Lạt Ma là thành viên thứ ba trong việc giải quyết vấn đề biên giới giữa Trung Quốc và Tây Tạng mặc dù vai trò của ngài không hề được nhắc đến. Và ngài đã hành động với tinh thần trách nhiệm rất cao. Chỉ cần ngài nói rằng sự nhượng bộ biên giới đang được thảo luận là xâm phạm quyền lợi của Tây Tạng thì thì cả Bắc Kinh lẫn New Delhi đều gặp khó khăn trong việc giải quyết tranh chấp biên giới này.Người dân Tây Tạng mong muốn có được sự giải quyết cho những vấn đề của chính họ song song với những dàn xếp của Trung Quốc và Ấn Độ trong việc tranh chấp biên giới. Do đó, Ấn Độ có đủ lý do để thúc đẩy cuộc đàm phán hiện nay giữa Tây Tạng và Bắc Kinh, và Trung Quốc cũng có một cơ hội dựa vào những sự nhượng bộ chính trị gần đây của Đức Dạt Lai Lạt ma.

Importance of being Dalai Lama

Never publicly acknowledged, but Beijing and Delhi know ties can’t go ahead without his political blessings

NEW DELHI, MARCH 13: If there is one man who can spoil the big party New Delhi and Beijing are planning next month—Chinese Premier Wen Jiabao will be here mid-April—he is the Dalai Lama, the revered leader of the Tibetan people, long exiled in India.
New Delhi and Beijing are attaching great importance to Wen’s visit in terms of transformation in bilateral relations. Instead of wrecking the party, the Dalai Lama has consciously chosen to make it easier for India and China to celebrate next month.

On Thursday in Dharamsala, during a speech marking the 45th anniversary of the Tibetan uprising, the Dalai Lama offered a big political gesture to Beijing. He went further than before in affirming that he is not seeking independence from China.
He also declared he seeks no political role for himself or for the institution of the Dalai Lama in Tibet after a mutually satisfactory agreement on the future of the region is worked out with Beijing. It is not clear whether his gesture will have an immediate impact on the current dialogue between China and the Dalai Lama. But it has created the right political ambience for Wen’s visit.
The turbulent history of Sino-Indian relations since the late 1940s is also the life story of the Dalai Lama. He was present at the creation of the key problems in Sino-Indian relations. He is the only one alive among the cast of characters like Jawaharlal Nehru and Zhou Enlai who struggled in vain to construct a peaceful settlement on Tibet.
While neither side might publicly acknowledge it, both New Delhi and Beijing know they cannot make progress in bilateral relations without the Dalai Lama’s political blessings. For the moment, India and China should be relieved that he has signalled greater political flexibility in his engagement with China.
A harder line would have soured the current attempt to transform Sino-Indian relations by defining a new set of principles to resolve the long-standing boundary dispute.
And this dispute is, in fact, about the boundary between Tibet and the adjacent regions in India. Holding a double-edged sword, the Dalai Lama is the undeclared third party at the Sino-Indian boundary talks. Yet, he has acted with great responsibility. If the Dalai Lama merely whispers that the territorial concessions being discussed are against the interests of Tibet, Beijing and New Delhi will both find it hard to sell a deal on the boundary at home.
This is particularly true of Tawang in Arunachal where China wants major territorial adjustments. It is not merely Beijing that has claims on Tawang, Lhasa has always held Tawang belongs to Tibet. Any principle mutually acceptable to New Delhi and Beijing leading to a settlement on Tawang will need to be endorsed by the Dalai Lama in some form. India and China will need all the wisdom of the Dalai Lama in crafting creative solutions to the Tawang question.
The Tibetans would certainly want to see the resolution of their own political dispute with China in tandem with the settlement of the Sino-Indian boundary dispute. India, then, has every reason to encourage the current dialogue between Tibet and Beijing, and China an opportunity to build on the Dalai Lama’s latest political concessions.
