STOCKTON, Cali, Hoa Kỳ - Một nhóm cuối cùng của ủy viên hội đồng kế hoạch quận hạt San Joaquin hôm thứ Năm đã cho phép một hội Phật Giáo chèn nhét thêm người vào nơi thờ phụng của họ, chùa Dhammararam thuộc Phật Giáo Khmer với một tổn phí nhỏ nhoi.
Ngôi chùa Dhammararam rộng 5000 bộ vuông (square foot) trên đường Carpenter gần xa lộ 99 trước kia được phân bố dung chứa tối đa 249 người. Trụ trì ngôi chùa muốn nâng cao con số này lên 499 mà không cần xây dựng thêm một cơ sở mới nào.
Trước khi quyết định, quận hạt và Sở Giao Thông Vận Tải California đã nghiên cứu tình trạng giao thông nơi những con đường gần chùa xem có thể chịu đựng được lưu lượng xe cộ khi con số người lui tới ngôi chùa gia tăng hay không.
Bảy ngã tư đã được điều nghiên để tìm hiểu xem có bao nhiêu xe cộ đã lui tới nhiều hơn bởi con số người thăm viếng ngôi chùa hằng ngày gia tăng và ảnh hưởng của một sự ước tính trên con số 1,200 người sẽ đi chùa trong dịp Tết của người Khmer.
Dựa trên nghiên cứu, quận hạt đã quyết định rằng Hội Phật Giáo sẽ phải trả 2% trên phí tổn $1,300.00 để dựng lên một ngọn đèn giao thông tại một ngã tư. Ðồng thời chùa Dhammararam sẽ phải trả thêm phí tổn 5% trên con số $3,070 để dựng một ngọn đèn giao thông ở một ngã tư khác.
Thêm vào đó, nhà chùa cũng phải chịu trách nhiệm bảo trì 165 chỗ đậu xe có tráng nhựa, có 6 chỗ dành cho người phế tật và 335 chỗ đậu xe không tráng nhựa trong trường hợp quá tải số lượng xe cộ vào các dịp lễ lạc. Nhà chùa cũng phải chịu trách nhiệm tu bổ một vài con đường trong khu vực.

STOCKTON — A depleted team of county planning commissioners Thursday allowed a Buddhist association to squeeze more people into their place of worship in Stockton, but for a small fee.
With Pat Stockar and Christopher Eley absent, the remaining commissioners voted, 3-0, in favor of the Wat Dhammararam Buddhist Temple.
The 5,000-square-foot temple, on Carpenter Road and near Highway 99, was previously allotted for no more than 249 people. Temple leaders wanted that number to get bumped to 499 people, without building any new structures.
Before making a decision, the county and the California Department of Transportation wanted a traffic study to be done to determine whether nearby roads could handle more traffic from increased temple attendance.
Seven intersections were analyzed to find how much more traffic would be brought in by increased attendance on a weekly basis and the effects of an estimated surge of 1,200 people who would visit the temple during the Cambodian New Year.
The study determined that the Buddhist association should pay 2 percent of the cost of putting a signal at the intersection of Mariposa Road and southbound Hwy 99 ramp — about $1,300.
It also said that the association should be 5 percent of the cost — about $3,070 — of putting a signal at the intersection of Mariposa Road and Hwy 99 East Frontage Road.
In addition, temple officials will also have to maintain 165 paved parking spaces — six of them handicap accessible — and 335 unpaved parking spaces; in the event of overflow parking during religious holidays. They will also be responsible for some road work in the area.
